About this opportunity

The Air Force Test Center at Arnold Air Force Base has issued a Notice of Intent to Single Source for the procurement of a Vertical Liner from Plansee USA LLC. The contracting office, AFTC/PZIA, is utilizing FAR 13.106-1(b)(i) to justify the sole source approach based on their determination that Plansee USA LLC is the only company capable of performing this specialized work. This determination follows a prior sources sought notice that apparently yielded only one viable contractor. The procurement involves fabricating a Vertical Inner Liner Assembly and Tube End for the Arnold Engineering Development Complex, utilizing TZM Molybdenum alloy sheet material with strict specifications for physical and mechanical properties. The contracting officer for this opportunity is Ms. Erica Anglin, and the notice falls under NAICS code 332999 for miscellaneous fabricated metal product manufacturing.

The primary purpose of this notice is to inform the market of the government's intent to proceed with a single source procurement while providing a final opportunity for other contractors to demonstrate their capabilities. Interested parties must submit capability statements electronically to the contracting officer by July 9, 2025, though the government will not pay for any expenses associated with responding to this announcement. To access the restricted technical drawings, contractors must complete a NIST 800-171 self-assessment within the past three years through the Supplier Performance Risk System and provide their CAGE code along with their capability statement. The government retains sole discretion in determining whether to compete this requirement based on responses received, and if no favorable responses are received by the deadline, a contract will be negotiated directly with Plansee USA LLC. The procurement requires specialized expertise in working with TZM Molybdenum alloy and meeting stringent specifications for aerospace applications at the Arnold Engineering Development Complex.
