About this opportunity
The National Institutes of Health (NIH) Clinical Center, Office of Logistics and Acquisition Operations, intends to award a sole source purchase order to The George Washington University for epidemiology support services, with responses due July 10, 2026. This acquisition is being conducted under FAR 13.106-1(b)(1), Only One Source Reasonably Available. NIH asserts that GWU is uniquely qualified due to its specialized epidemiology expertise, multidisciplinary research infrastructure, and proximity to NIH, and that the proposed advanced chronic disease modeling, study design, claims-and-clinical dataset linkage, and statistical methodologies are not reasonably available from another source within the required timeframe.
Place of performance is Bethesda, Maryland, with remote work and periodic on-site visits. The period of performance runs from July 15, 2026 to July 14, 2028: a 12-month base year plus one optional one-year extension exercisable at the government's discretion. The scope requires a PhD-level epidemiologist with minimum three years of academic epidemiology experience and demonstrated ability to lead analytics on large healthcare datasets and secure grant funding. The epidemiologist will dedicate 15 percent effort to developing and validating a comorbidity index for risk adjustment in acute and critical illness research, analyzing approximately 5 million patients across multiple databases. Work includes discrete project design consultation, collaboration with research fellows and investigators, oversight of an environment and extreme weather health outcomes initiative, data curation team participation, and manuscript co-authorship. The contractor must ensure compliance with DHHS/NIH policies, the Privacy Act, and federal requirements; the employee must be a U.S. citizen or possess appropriate work authorization and be fluent in English. All data remain on NIH secure systems; no data storage on contractor equipment is permitted.
Interested organizations may submit capability statements demonstrating their ability to provide the required services by the July 10, 2026 deadline.
