About this opportunity

The U.S. Department of State, specifically the U.S. Consulate General in Merida, Mexico, has issued a Special Notice of Intent to Sole Source a contract for preventive maintenance services for the NCC Building Automation System (BAS). The notice indicates the agency's intent to award a firm-fixed-price contract directly to Alabama Controls, Inc. for maintaining building automation systems at their consulate complex. This sole-source procurement is being pursued under FAR 6.302-2 for unusual and compelling urgency, based on the vendor's extensive qualifications and specialized expertise in building automation systems. The contract will cover quarterly maintenance services for one base year with four additional option years, focusing on the maintenance of Schneider Electric/Tridium Niagara 4 BAS systems controlling HVAC equipment across multiple buildings.

Interested contractors have seven calendar days from the publication date to submit capability statements in response to the notice, with all submissions to be sent to Dennis Monschein at MonscheinDR@state.gov. The place of performance is located at Calle 60 Av. Prolongacion Paseo Montejo #1 in Merida, Mexico. Contractor eligibility requires manufacturer-certified technicians with a minimum of 5 years experience and appropriate security clearances, specifically for maintaining complex building automation systems. The maintenance scope includes comprehensive quarterly preventive maintenance activities, network validations, trend analyses, annual controller inspections, and periodic system checks. While this is a sole-source procurement favoring Alabama Controls, Inc., the government emphasizes that the notice is for informational purposes only and does not constitute a formal commitment to procure services or reimburse response costs.
