This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Solicitation # is 191NLE19Q0023 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-96.
This is a 100% small business set aside. The associated North American Industrial Classification System (NAICS) code is 339999. The is a brand name or equal requirement.
The U.S. Department of State intends to conduct a competitive procurement for a contractor to provide Non-lethal Training Equipment in support of INL/Ukraine.
The government plans to award a single Purchase Order (PO) as a result of this combined synopsis/solicitation to the responsible offerors, whose proposals conform to this synopsis/solicitation.
The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2 Evaluation - Commercial items. FAR 52.212-3 Offeror Representations and Certification - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The full text of a FAR clause may be accessed electronically at https://www.acquisition.gov/far/index.html.
Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.
All questions regarding this solicitation will be entertained no later than 2:00 PM EST, Thursday, January 10, 2019 to Grayson Cochran via email at CochranGE@state.gov.
Quotes should be submitted via e-mail to Grayson Cochran at CochranGE@state.gov no later than closing date of solicitation 2:00pm Eastern Time, Friday, January 18, 2019.
