This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation # is 191NLE19Q0023 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provision and clauses are those in effect tough Federal Acquisition Circular 2005-96. This is a 100% small business set aside. The associated North American Industrial Classification System (NAICS) code is 423990. The is a brand name or equal requirement. The U.S. Department of State intends to conduct a competitive procurement for a contractor to provide Non-lethal Training Equipment in support of INL/Ukraine. The government plans to award a single Purchase Order (PO) as a result of this combined synopsis/solicitation to the responsible offerors, whose proposals conform to this synopsis/solicitation. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
