About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia seeks to procure repair services for an electronic control panel (NIIN: 01-380-2209, P/N: 70902-21000-049) through a sole source solicitation. This procurement falls under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC 1680 (Miscellaneous Aircraft Accessories and Components). The Government intends to award this contract on a sole source basis to Sikorsky, citing the lack of available technical data and the Government's non-ownership of proprietary data rights necessary to solicit from additional sources. While this is a sole source procurement, all responsible sources are invited to submit capability statements, proposals, or quotations for consideration. The solicitation will utilize FAR Part 15 procedures, and proposals received within 35 days of the synopsis posting (due by January 12, 2026) will be evaluated by the agency. The Government reserves the right to conduct competitive repair based on information received, though current intent is to award under the existing Basic Ordering Agreement N00383-22-G-Y601 with Sikorsky.

This procurement carries no small business set-aside designation. The requirement is for a single unit of the electronic control panel repair, with Sikorsky identified as the anticipated sole source contractor. No specific award value or budget range is provided in the synopsis. Any firm not already approved to manufacture this material must submit a Source Approval Request (SAR), though the Government has indicated this requirement will not delay the procurement. Electronic procedures will be used for this solicitation with posting to NECO. The Government does not anticipate delaying award to accommodate SAR approvals or other administrative processes, indicating an expedited timeline for contract execution.
