About this opportunity
Naval Information Warfare Center (NIWC) Atlantic, under the Department of the Navy, is seeking Information Technology (IT) and Operational Technology (OT) systems lifecycle sustainment support and management services for Navy installations worldwide, with particular focus on supporting Commander Navy Installations Command (CNIC) N6 Regions across the Continental United States (CONUS) and Outside the Continental United States (OCONUS). This market survey is designed to assess small business capabilities in engineering services, specifically for technical support related to communication, detection, and coherent radiation equipment. The work will be performed in accordance with a draft Performance Work Statement (PWS) that contains Controlled Unclassified Information (CUI) and requires interested offerors to execute a Non-Disclosure Agreement (NDA) to access detailed specifications. Evaluation criteria and specific selection methodology have not been disclosed in this pre-solicitation notice. Interested parties must submit their NDA to Melissa D. Kuskie at melissa.d.kuskie.civ@us.navy.mil, with the sources sought notice deadline set for April 10, 2026.
This opportunity is restricted to small business holders on the SEAPORT NxG Multiple Award Contract (MAC), and interested firms must register for PIEE accounts to receive solicitations and submit proposals. No other offers from non-MAC holders will be considered. The contract will span a base year plus four one-year option periods, providing a total potential performance period of five years. No specific award value or budget range has been disclosed in this pre-solicitation notice. As this is explicitly designated as a sources sought notice rather than a formal Request for Proposal (RFP), no actual proposals are being solicited at this time, and the attached PWS documents remain in draft status pending internal review and approval processes.
