About this opportunity
This combined synopsis/solicitation issued by the Department of the Air Force Materiel Command Lifecycle Management Center seeks proposals for the supply of two commercial multispectral imaging systems, including a long wave infrared camera and medium wave infrared multispectral camera. Proposals are due no later than March 31, 2021 and will be evaluated for technical acceptability with award made to the responsible offeror submitting an acceptable proposal representing the lowest total evaluated price determined fair and reasonable.
The requirement is not set aside with procurement conducted under NAICS code 334516 for optical instrument and lens manufacturing with a small business size standard of 1,000 employees. Place of performance will be Huber Heights, Ohio with delivery of both camera systems, related accessories, software, training and support required within 180 days of award of the firm fixed price contract for commercial items. Offerors must be registered in the System for Award Management and maintain active status to be eligible for award of an indefinite delivery/indefinite quantity contract with a minimum guaranteed value of $50,000 and maximum potential value of $500,000 over a five year ordering period.

This admendment is to update the Statement of Work (SOW) for additional requirements. See the attachemets FA860121Q0044 AMEND1 and then new SOW labeled LWIR.MWIR 3.19 for additional information.
COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed-Price contract for commercial items, i.e., Multi Spectral Cameras, as described under the attachment titled “Statement of Work (SOW).” The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procecures (FAR Part 13.5). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable.
