Past Performance: Will be evaluated as part of this RFP and part of the basis of award. Per FAR 15.101-2 - "If the contracting officer elects to consider past performance as an evaluation factor, it shall be evaluated in accordance with 15.305. If the contracting officer determines that a small business' past performance is not acceptable, the matter shall be referred to the Small Business Administration for a Certificate of Competency determination, in accordance with the procedures contained in Subpart 19.6 and 15 U.S.C. 637(b)(7)).

Assigning Ratings: Each Proposal will receive either an "Acceptable", "Unacceptable", or "Non-Responsive" rating. Each aspect shows what is considered acceptable, unacceptable, or non-responsive. There are multiple aspects that will be considered. Being Unacceptable or Non-Responsive will eliminate the offeror from being considered (eliminated from competition)

There are multiple aspects to being considered technically acceptable that require "recent" and "relevant". Recent is defined as not more than three (3) years from the RFP release date; relevant in terms of similar nature of work, size, and complexity.
Recent Assessment. An assessment of any technical aspect will be considered if recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. Information provided in proposal that fails this condition will not be evaluated.

To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature, size, and complexity to the services being procured under this solicitation. Information provided in proposal that fails this condition will not be evaluated.

A relevancy determination of the offeror's (including joint venture partner(s) and major and critical subcontractor(s)) will be made if proposed. Consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an offeror's contract history would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance along with any other technical aspect being evaluated. The Government reserves the right to be subjective in its decision to determine if a technical aspect is relevant or a negative report (through references or other) should be considered to determine offeror to be unacceptable.
