2. How much of a variation will be allowed in the conceptual build from the photos and drawings?
A: Changes to the structural design must be provided by the contractor in the plans. The overall objective is to have a safe and effective training venue, so the government will allow latitude provided these objectives are still met and don’t created any additional complications.

A: These (provided in attachment 1) plans were approved and stamped by an engineer for a similar project, however these plans were redacted as they were only provided as “conceptual” plans. This concept attachment, along with pictures in other attachments, are provided in order to show industry what the MONG desires as an end state. It is on the contractor to provide all the necessary skillset to create the SCVS on site and provide the engineer expertise; including their own engineer stamped plans. This is why past performance along with resumes must be provided to ensure contractor has the expertise required.
The plans provided must be reevaluated by an engineer. Changes of plans are expected as many “must haves” and variations from the conceptual plans are in the PWS. It is on the contractor to be able to provide proof of skillset in accordance with 52.212-2 through the staffing, management, past performance, and other portions of the proposal.
6. Does the National Guard require the Solar Exhaust Fans for each container (4) as the plans designate?
A: Yes
7. The Architectural Site Plan designates a gravel parking area 300’ x 150’ is that required for the SCS build?
A: No, but the contractor is responsible to create a level and solid gravel foundation for the SCVS site that will endure over time and not erode to the point of compromising the site.
In reference to: Part 4 Contractor Furnished Items and Services. 4.1.2 Lists materials required for a complete reset.
8. Concrete slabs: 48”x48”x10” do these include rebar? If so, what size and how many pieces do you request?
A: Yes, minimum half inch, 8 inches on center, minimum of 6, woven
9. Concrete slabs: 36”x60”x6” do these require rebar? If so, what size and how many pieces do you request?
A: Yes, minimum half inch, 8 inches on center, minimum of 6, woven
10. Pile reset material includes 24 concrete breaching slabs 5’x5’x6”w/1/4” rebar. 5.7.2.6 requires 24 concrete breaching slabs 5’x5’x6”, is this in addition to the list above? Making a total of 48 - 5’x5’x6”? Or is it 24 total?
A: 48
11. 4.4.3 Are the 8 pages of concept plans that are provided by the PWS, approved by an engineer?
A: These (provided in attachment 1) plans were approved and stamped by an engineer for a similar project, however these plans were redacted as they were only provided as “conceptual” plans. This concept attachment, along with pictures in other attachments, are provided in order to show industry what the MONG desires as an end state. It is on the contractor to provide all the necessary skillset to create the SCVS on site and provide the engineer expertise; including their own engineer stamped plans. In reference to: 5.4 Task 4, Provide Structure Collapsed Simulator (SCS) Training Aid
5.4.4 States: Site conditions of the Maryville Training Site: During the course of the exercise (3-5 JUNE 19) other military units will be training on the same grounds on tasks not associated with the collapsed space venue. Other National Guard units will be exercising the following tasks: Establish a Brigade operations center, construct a hasty route (gravel road), rotary wing aircraft operations, transportation training, and area security operations along with CRE training. The National Guard Engineer unit constructing the gravel road will be operating in the general areas of the CVCS site since the objective is for there to be an adequate roadway to proximity of the site. National Guard provides personnel to ensure that engineer operations (equipment and personnel) do not interfere with the CVCS venue. Contractor is to coordinate with National Guard for location of any relaxation amenities established during the period of 3-5 June 2019. MO FEMA Task Force 1 and a Missouri State Disaster Medical Assistance Team will also be training at the Maryville CRE training site. Other site training will not interfere with CRE training venue. Attached storyboard shows overall area of hasty route construction. See Attachment 3.
12. 5.4.4 States there is a company building a hasty road. Is that the same 16’ wide x 1608’ long road that is on the site plans? Or does this road need to be figured into the site preparation for the SCS?
A: Yes, the gravel road on the site plans will be constructed by the National Guard Engineer Company during the period of 2-8 June 2019. They will provide personnel to ensure construction does not interfere with the SCVS training. The road does NOT need to be figured into the site preparation for the SCS.
In reference to: Attachment 3 shows a yellow line. Is this the hasty road being built by the other engineering units in 5.4.4
A: Yes, being built by the National Guard Engineer Company
13. How deep is the gravel road to be and what type of equipment is to be driven on the road?
A: The gravel road is a National Guard project being conducted 2-8 June and consists of D5 dozers and scrapers and other associated equipment and personnel to build a standard unimproved gravel road to better allow site access. Due to the project timeline, this road will not be available for use by the contractor.
In reference to: 5.4.12.2 Level Training site area will be no less than 60’x80’.
14. The Architectural site plan that is provided on page 2 designates the area to be 100’x100’. What is the proper sized of the training site?
A: 100’ by 100’ is the minimum site requirement. Site must support the long term foundation and effective operation of the SCSV.
In reference to: 5.4.17.1 Stated to provide a rubble pile 40’x40’=1600 sq. ft.
5.7.2.10 Stated to provide a lifting hauling area of 40’x75’= 3000 sq. ft.
5.7.2.12 Stated to provide a confine space of 3.5’x40’ on each side of container = 280 sq. ft.
5.7.2.14 Stated to provide a breaching breaking area of 60’x60’= 3600 sq. ft.
These areas add up to 8480 sq. ft. plus the SCS covers 704 sq. ft. totaling 9184 sq. ft.
15. If the training area is 60’x80’ this will not have the proper amount of area requested?
A: Site must support the long term foundation and effective operation of the SCSV.
In reference to: 5.4.16.3 Contractor will provide and install doors and frames of design indicated, not less than thickness indicated; fabricated with smooth surfaces, without visible joints or seams on exposed faces unless otherwise indicated. Comply with ANSI/SDI A250.8.
16. Per ANSI/SDI A250.8 Plan designates 3’0” x 7’0” x 1 ¾”. What is the required thickness of the steel covering of the door that you requiring Level 1, Level 2, Level 3, or Level 4?
A: Unsure of the rating being referred too.
17. The plan designates the double door to be 10’ from the ground on the outside. This does not reflect an emergency entrance or exit without some type of ladder. Would the National Guard allow a change to install closer to the ground?
A: Yes. An additional door may be installed by the contractor to allow ground entrance and exit.
In reference to: 4.1.2 Equipment/Materials required for reset.
18. Fort Leonard Wood SCVS site will not need any concrete slabs, lumber pack, and/or 10 ton forklift?
A: FLW will be supported by Range control and does not require any contracted equipment or materials.
In reference to: Technical Exhibit 5 states: 3 SMEs will be onsite during Breaching Breaking on rubble pile. Assist with resetting the lanes required by Search & Extraction unit, per the unit guidance.
19. What will be used at Ft. Leonard Wood to reset Breaching Breaking lanes?
A: Range Control has a designated staff for their rubble pile. Only personnel (3 SME’s) will be required for FLW.
20. Will the government provide all materials/equipment needed?
A: The Government is providing all materials and equipment at FLW for the SCVS reset.
21. Will the role of assisting resetting lanes mean?
A: In order to provide the best training the SME’s may be asked to advise range control on the reset at FLW.
22. Provide expert guidance and to ensure the lane will create real world training?
A: The SME’s should have experience to advise the resets to create scenarios that HRF units would experience in a real world event.
23. What will be required to reset both sites (Maryville& Ft. Leonard Wood) once the training has been completed?
A: FLW range control will handle all reset matters at FLW. The Maryville site will require the contractor to reset the pile before each training event. Once the final training day is over a reset will not be necessary.
