Q&A Round 2 – W912NS19Q2002
1. Will the government provide a survey on the property with build area identification that is more precision than the maps provided? Or must the contractor provide a legal survey of the site?
A: The government is relying upon the contractor’s expertise in constructing a SCVS to identify the best site location in proximity of the area identified on the maps provided in the Performance Work Statement. Contractor can request plot maps of the area from the government if needed or they can be obtained from public records.
2. Can the government provide the exact desired location of the SCVS at the site? With the understanding that the lay of the land and water runoff may dictate the options.
A: The government is relying upon the contractor’s expertise in constructing a SCSV to identify the best site location in proximity of the area identified on the maps provided in the Performance Work Statement. Post award of contract the government will meet the contractor on site to verify site location in the best interest of the government and relying upon expertise of the awardee.
3. Para 5.7.1 states The contractor shall provide heavy equipment, labor and construction material required to reset the SCVS only at Maryville. "Contractor shall perform this service at the Maryville Training Site only." Para 1.9.2 states the same that SCVS SMEs are only required at Maryville. However, Technical Exhibit 3 for Ft Leonard Wood states that the three (3) SCVS SMEs are also required at that location. Para 7.2.3 timelines states the same, that SCVS SMEs are required at both locations. Please clarify.
A: The SCVS SMEs are required at both locations. Reset equipment, material and personnel are only required for Maryville.
4. Can the government clarify that a total of 40 weighted rescue manikins are required for the exercise? 20 at each site?
A: YES. 20 manikins at each site.
5. 7.1.3.1. States Fort Wood-Buildings: Yes. Can the government confirm that there is a hard structure available for the role player preparation area the FLW?
A: The Hard structures are storm shelters in the event of severe weather and would not be large enough to support a rest/prep area.
6. Is there a designated Role Player parking area at FLW? Where is it located? And how far from the assigned Role Player preparation area?
A: There is parking space available. The furthest someone would have to walk is .5 mile.
7. Will there be any CST events during the MO VG that will require chemical and/or radiation sources and site set up and staging?
A: NO. The CST will be operating in SE Missouri and do not require any support from this contract.
8. Will the IC SME team or SCVS team(s) be required to attend any meetings on 2 June? Or conduct any training/instruction on 2 June or earlier?
A: The IC Role players will be required for the 2 June meeting, any meetings prior to 2 June may be completed via teleconference.
9. Will the IC SMEs be required to do any scenario or MSEL development or to develop an IAP?
A: The MSEL will be in place prior to the training event and there will be input required regarding the IAP.
10. Is an audio-visual set up available to the IC SMEs at FLW at the Incident Command?
A: YES - audio visual will be available. AC will be located in the 1200 series Barracks area. IC will be on site at the ruble pile. If there is a MEOC required it will need to be requested by the vendor NLT two weeks after contract award
11. Para 5.3.1.1.1 requires a role player throughput of 60 rounds per hour (per site); however, this is normally done in CERFP CTE exercises and EXEVALS with between 90-125 role players, rather than the 30 role players that are required at each site for this exercise. Recommend that the number of role players per site be increased or the required number of sustained rounds per hour be reduced.
A: The numbers of role players in the PWS should be sufficient for this training exercise.
12. Do you have a legal survey of the area?
A: Government is working to get one.
13. Is there any precise spot the SCVS is to be put?
A: NO. The government is relying upon the contractor’s expertise in constructing a SCVS to identify the best site location in proximity of the area identified on the maps provided in the Performance Work Statement.
14. Change we change from one trip containers to used containers?
A: In the PWS we listed the following regarding containers "5.4.10.6. Condition: Provide containers meeting "New" or "One Trip" condition. Containers shall have minimal surface defects and shall be guaranteed wind and watertight." So our answer outlines that more than one trip for containers is acceptable as long as "structurally sound and exterior painted."
15. Can we not paint the interior of the containers?
A: The MONG is willing to relent to “5.4.15.5. Apply primer & paint to interior and exterior surfaces of SCS” and clarify “5.4.15.2. Work includes painting and finishing of interior and exterior exposed items and surfaces throughout project” to the statement of: So long as the interior is coated against erosion and rust touch up painting would be sufficient.
16. Would the government consider not requiring a stamped engineer plan since the conceptual drawing is already built on a military/city property by a stamped engineer?
A: NO – The plans provided were for concept only. The contractor is not held to provide the exact plans provided. The MONG does not own these plans. An "as build" must be provided to the property owners post completion of the SCS.
From the site visit:
17. Dr. Corson said that we could possibly use the area were the University has their containers? Which will need to be moved. It is on a non-level area also.
A: The area where the University has their containers is an acceptable site and if chosen should be reflected in the contractor bid. Contractor is responsible to remove or move (in the case of containers or other training related assets) all items on the site necessary as it relates to accomplishing the Performance Work Statement. Containers currently on site will not be used by the contractor. Contractor is to provide all materials, equipment, and labor for service of creating the SCVS.
Statement:
“Due to the water run off streams. There is limited place for the structure. Without the water and soil analysis this area may not be suitable for your specifications required. I am sending pictures of the location I was shown by Dr. Corson. With the creek on the side near the tree line and hill to the opposite side. Getting a pad site of 100’x100’ may be pushing it. Then the issue of access due to the small water run off area. Now if the engineers for the military may can work there skills and there should not be issues.”
Response: Listed in the Performance Work Statement under “Ground Work and Foundation” states “level training site area will be no less than 60’X80’” Government will not perform any work related to contractor completion of the Performance Work Statement. Government will consider engineer work recommended by the contractor in the area surrounding the SCVS for long term stability and maintenance. The government is relying upon the contractor’s expertise in constructing a SCVS. If the site does not support requirements in the Performance Work Statement, the contractor is responsible to outline exceptions in their bid proposal for government consideration.
Addressing Ft. Leonard Wood Entrance Policy:
In order for non-DoD badge holding individuals to obtain entry to Ft. Leonard Wood they must bring an alternate form of ID in addition to their Missouri Driver’s License (birth certificate, social security card, and passport). The MONG personnel are also willing to provide escorts that will be coordinated post-award. If a non-DoD badge holding individual wants to move freely they will need to work with the MONG 6 week prior to obtain the appropriate escort and/or clearance. This will also be coordinated post-award.
