The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting with Survival Systems USA, Inc., 144 Tower Ave., Groton, CT 06340 to transport and refurbish one (1) METS Model 40 and one (1) METS Model H-6. The transportation will be from Ft. Campbell KY to Survival Systems USA's, the Original Equipment Manufacturer (OEM), plant in Dartmouth, Nova Scotia, Canada. The refurbishment will be for both units and will include an acid wash; bead blast; frame trueing as needed; new plastic for all exits, panels, and mechanisms; new trolley components; and inspection and replacement of buoyancy pods if necessary. The NAICS code for this procurement is 811219. The intended award will result in a Firm Fixed Price (FFP) contract. The intended contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. Firms that feel they can provide this service are encouraged to identify themselves. This notice of intent is not a request for a competitive proposal, however, the Government will consider all proposals received by the specified due date in accordance with FAR 5.2033(a). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The requirement will be released as a commercial requirement under FAR Part 12.
