The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) intends to procure a requirement to transport and refurbish one (1) each Modular Egress Training Simulators (METS) Model 40 and one (1) each METS Model H-6. The transportation will be from Ft. Campbell KY to Survival Systems USA's, the Original Equipment Manufacturer (OEM), plant in Dartmouth, Nova Scotia, Canada. The refurbishment will be for both units and will include an acid wash; bead blast; frame trueing as needed; new plastic for all exits, panels, and mechanisms; new trolley components; and inspection and replacement of buoyancy pods if necessary. The intended source for this procurement is Survival Systems USA, Inc., 144 Tower Ave., Groton, CT 06340. The intended award will result in a Firm Fixed Price (FFP) Contract. The associated NAICS code is 811219 and small business standard is $20.5 million. The intended contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition.
