Update #2 · Latest ·

The Naval Air Systems Command intends to negotiate a sole source Basic Ordering Agreement (BOA) order with Lockheed Martin Mission Systems and Training (LM MST), Owego, NY. The anticipated order is for the non-recurring efforts to modify, test, and qualify the Avionics Smart Multi-Function Display (SMFD) Weapons Replaceable Assembly (WRA) to address all known Diminishing Manufacturing Sources and Material Shortages (DMSMS) obsolete part issues for MH-60R/S aircraft. This effort will produce an aircraft configuration and software version, for Contractor Test (CT) and Government Test (GT).

This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. LM MST has the proprietary technical data, experience, equipment, and special skills to furnish the supplies and services within the required timeframe.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
