About this opportunity
The U.S. Army Combat Capabilities Development Command (DEVCOM) is seeking a comprehensive market scan system to identify and assess investment trends in technological areas critical to Army Science and Technology. The system must be capable of analyzing market investments across domains such as command and control systems, counter Unmanned Aerial Systems, and autonomous systems, with the ability to gather information from industry, academia, international partners, and other government agencies. Potential contractors must submit a capabilities statement highlighting existing systems or proposed modifications, with specific emphasis on work with Army R&D organizations, limited to five pages. Submissions are requested by May 27, 2025, though the notice will remain open for two weeks, with companies required to provide details about their business size, socioeconomic categories, and CAGE code. The evaluation will focus on the system's ability to conduct comprehensive market scans, including analysis of total dollar investments, potential commercial applications transferable to the Army, and relevant patents and publications.
This pre-solicitation notice is not set aside for any specific business category and does not commit the Army to fund any work. Potential contractors will need to provide a rough order of magnitude for either full system ownership by DEVCOM or yearly licensing access. While no specific budget range is mentioned, the system's complexity suggests a potentially significant investment in advanced market analysis technology. The system is classified under NAICS category 519290 for Web Search Portals and Information Services, and PSC category DH10 for IT and Telecom Platform as a Service. Importantly, this is currently a request for information (RFI) and does not guarantee a future Request for Proposal (RFP) or Request for Quotation (RFQ), and companies will bear their own costs for response preparation.
