About this opportunity
The Department of the Army is conducting market research to assess contractor capability for research and development efforts on Survivability, Assured Mobility, and Maneuver Support material solutions, with responses due by October 2, 2026. No set-aside is anticipated.
Work encompasses the design, development, testing, and evaluation of technologies enhancing vehicle and crew survivability, mobility, and maneuver capability across tropical, arid, temperate, continental, and polar environments. Survivability technologies include armor, fire protection, hit avoidance, laser protection, countermine, active and passive protection systems, and occupant interior protection. Assured Mobility addresses deployment, movement, and maneuver of assets without interruption across global terrain profiles. Maneuver Support encompasses freedom of movement through constructed obstacles, unstructured terrain, IED interrogation, and route clearance operations, with materiel focus on survivability, countermine, track and suspension, power management, robotics, bridging systems, and combat engineer equipment.
Performance location includes the Ground Vehicle Systems Center in Warren, Michigan and other locations. The contractor must demonstrate facilities and trained staff to support ground vehicle evaluations, prototype fabrication, testing including soil and environmental durability testing, and hardware installation. Specialized capability areas under evaluation include classified information handling and ITAR compliance; Army Depot and government test community experience; onsite testing infrastructure (3,000-mile vehicle evaluation capacity, environmental chambers, blast and impact testing facilities); cold regions evaluation for snow and ice testing; CAD, FEA, and modeling and simulation capabilities; combat vehicle threat detection; and unmanned vehicle evaluation experience.
Work will be awarded through individually issued Work Directives specifying scope, hours, material costs, deliverables, and completion dates. Deliverables include technical data packages, CAD engineering drawings, test plans, computer-aided engineering models, and final technical reports. The contractor performs as an independent contractor and may not commence work until receiving a fully executed, PCO-signed modification.
Notice text
Market Research for research and development (R&D) efforts on various aspects related to Survivability, Assured Mobility, and Maneuver Support material solutions.
The term Survivability encompasses those actions, materiel, and design solutions that give commanders occupant centric survivability through the maturation and integration of technology. Survivability technologies include, but are not limited to, armor, fire protection, hit avoidance, laser protection, countermine, active and passive protection systems, and occupant interior protection.
The term "Assured Mobility" encompasses those actions, materiel, and design solutions that give commanders the ability to deploy, move, and maneuver assets where and when they desire, without interruption or delay, to achieve the mission. The imperatives and principles of Assured Mobility are what will enable future forces to have superior situational understanding and, therefore, unsurpassed freedom of movement in global terrain and climate profiles, including, but not limited to, tropical, arid, temperate, continental, and polar.
The term "Maneuver Support" encompasses those actions, materiel, and design solutions that give commanders the ability to maintain an unprecedented level of freedom of movement at the tactical, operational, and strategic levels in all environments. Materiel items most relevant to Maneuver Support efforts include survivability, countermine, track and suspension, power management, robotics, bridging
systems and combat engineer equipment for the freedom to maneuver through constructed obstacles, unstructured terrain, and for the interrogation of improvised explosive devices (IEDs) and route clearance (mobility and counter-mobility operations).
