About this file

This is a market research questionnaire designed to assess contractor capability for a pre-solicitation Research and Development (R&D) effort titled "Market Research for Survivability, Assured Mobility, and Maneuver Support" issued by the Department of the Army. The questionnaire evaluates potential contractors across three primary capability areas: Survivability (armor, fire protection, hit avoidance, laser protection, countermine, active and passive protection systems, and occupant interior protection); Assured Mobility (deployment, movement, and maneuver of assets across various terrain and climate profiles including tropical, arid, temperate, continental, and polar regions); and Maneuver Support (freedom of movement through obstacles, unstructured terrain, IED interrogation, and route clearance operations).

The questionnaire contains 37 detailed questions addressing contractor qualifications including company type and cost management approach; classified information handling capability and ITAR/export control compliance; previous government contracting experience with data rights; experience with Army Depots and government test communities (Army Test and Evaluation Command, Yuma Test Center, Aberdeen Test Center); onsite and nearby capabilities for program management, design and development, data acquisition, testing, manufacturing, and maintenance; military vehicle security and storage capabilities; material handling equipment experience; data acquisition and instrumentation expertise; CAD, FEA, and M&S capabilities; electronics development and root cause analysis ability; onsite test course specifications including 3,000-mile vehicle evaluation capacity; environmental chambers; blast and impact testing facilities with specifications on charge capacity and turnaround time; cold regions evaluation capability for snow and ice testing; countermeasure equipment development and fabrication experience; combat vehicle threat detection expertise; vehicle survivability experience across blast mitigation, crew protection, armor, and active/passive protection; military bridging and track/suspension development; power management applications; noise reduction testing per government standards; unmanned vehicle evaluation experience; and renewable energy expeditionary applications.
