About this opportunity
The Special Notice announced an upcoming Broad Agency Announcement and virtual Industry Day event hosted by the Air Force Research Laboratory's Information Directorate. The event sought to provide information on BAA FA8750-21-S-7005 regarding the Marionette program, which aims to develop a framework to analyze how complexity imposition can optimally shape adversary decision-making across multiple domains.
The Industry Day event on February 23rd was intended to provide an overview of the Marionette program and problem space to interested companies and entities. Registration by February 19th was required to receive the prerecorded presentation and submit questions through February 26th. Only DoD contractors who are US citizens could participate. The responses were to be posted on March 3rd. The goal of the Marionette program is to develop a reasoning process to assess how courses of action impact adversaries by quantifying complexity properties across multiple domains, considering approaches from all relevant disciplines. Eligible parties had to register for the mailing list by the stated deadline to be eligible to respond to the forthcoming BAA.

Marionette (A Multi-Domain C2 Decision Calculus for Complexity Imposition) BAA Industry Day Announcement
The Air Force Research Laboratory/Information Directorate will be conducting a virtual Industry Day on 23-Feb-2021 regarding Broad Agency Announcement (BAA) FA8750-21-S-7005 for the Marionette (A Multi-Domain C2 Decision Calculus for Complexity Imposition) program. The purpose of this event is to provide interested companies/entities with an overview of the problem space that the Marionette program is addressing. This virtual event is being held to promote specific areas of interest, promote an early exchange of information, and provide an opportunity for both the Government and Industry to gather more information prior to the submission of white papers under the soon to be released BAA on Beta SAM.
This event will be prerecorded as an audio / video presentation and distributed as a single, digital file to a mailing list of approved recipients in lieu of a live conference call or in-person event. On the “event day” 23-Feb-2021 the Marionette BAA team will distribute the presentation file to the entire mailing list. The Marionette team will collect questions and amend this announcement with a Q&A document. After its initial posting, the Q&A document will not be updated. Any future changes to the BAA will be done via amendment to the BAA synopsis. In order to ensure competitive integrity, the questions and answers will be posted without attribution.
Offerors may email questions, from 23-Feb-2021 to 26-Feb-2021 to the Technical Point of Contact (TPOC) below. When submitting questions please begin the subject line of the email with “FA8750-21-S-7005 Industry Day Question”. The team will not immediately respond with the answer to your question. The Marionette tech team will post the Q&A responses as an amendment on 03-Mar-2021. All questions and all answers will be distributed to the same mailing list that registered for the event.
Registration for the mailing list is required and can be done at:

Registration must be submitted no later than COB19-Feb-2021via the above link. Registration submissions using the above link will not be accepted after this date.
The Industry Day will be unclassified and open to DoD contractor personnel who are US Citizens only. All prospective recipients may be required to submit a proof of eligibility to Jessica Dorismond (Marionette Program Manager), Anissa Lamonica (RIS Division SASM), and Casey Carpenter (RIS Division Alt SASM). For this reason, the team is limiting access to one recipient per CAGE code. Timely responses to the BAA team and the security team are absolutely required to ensure that your registration is processed in time for the virtual industry day event.
Note: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any attendee for presentations, marketing efforts or data offered for examination.
DESCRIPTION:
This research seeks to develop the concept of complexity imposition as a tool that can be used to optimally shape outcomes for specific operational contexts. The goal is to develop a framework for reasoning about complexity properties against MD courses of action in order to begin to assess the collective impact that such courses of action have against the adversary. The meeting is open to all Department of Defense (DoD) and U.S. DoD Contractors. All briefs and discussions will be held at the Distribution D level.
