About this opportunity
The Defense Advanced Research Projects Agency seeks proposals to develop a universal, adaptive encoder-decoder (codec) capable of dynamically switching between error-correcting codes during operation and supporting future code updates without implementation redesign, with abstracts due July 22 and invited full proposals due August 28. The procurement is a 39-month, two-phase effort limited to Technical Area 1 (Codec Design and Integration), with Phase 1 lasting 12 months (base) and Phase 2 optional for 27 months.
The program leverages DARPA's Guessing Random Additive Noise Decoding (GRAND) research and targets unclassified performance with deliverables not exceeding Controlled Unclassified Information. Performers will select their own target communication systems for integration, with Phase 2 requiring delivery of two LUC-enhanced and two unmodified communication devices to the Government test and evaluation team. NAICS code is 541715; PSC code is AC12.
Phase 1 technical metrics include 25% latency reduction compared to state-of-the-art, 1 dB signal gain in dynamic noise environments, block error rates of 1%, 10x decoder power efficiency improvement, and 1-second code class switching time. Phase 2 metrics escalate to 50% latency reduction, 6 dB signal gain, 0.1% block error rates, 15x power efficiency, and 100-millisecond switching time. Performers must support catalogued Polar codes and Reed-Solomon/Turbo codes. Award instruments include Procurement Contracts, Research Other Transactions, Prototype Agreements, Cooperative Agreements, and Grants. Applicants must demonstrate CMMC Level 2 certification and comply with CUI handling requirements per the LUC CUI Guide. Abstract format is limited to eight pages (excluding cover sheet, table of contents, bibliography, and technical papers) and must be submitted via DARPA's Broad Agency Announcement Tool.
Notice text
Under the LUC program, DARPA IPTO will aim to develop a universal encoder-decoder (codec) capable of sending and receiving information using any known communication error correction code and any developed in the future.
Leveraging the groundbreaking work of DARPA’s Guessing Random Additive Noise Decoding (GRAND) study, the LUC program will aim to create an adaptive error correction codec capable of multiple on-the-fly changes to error correction codes. The program will seek to achieve this by developing an encoder capable of utilizing a highly diverse suite of error correcting codes that are easily updatable. The encoder is expected to pair with a GRAND-implementing decoder and the resulting codec will be designed such that the encoder incorporates the decoder’s GRAND noise model as well as other operating factors into its code selection process for link budget and task/mission optimization.
Integration of these codecs into various existing communication technologies would demonstrate improved efficiency, security, throughput, and interoperability achieved by record-setting low-power decoding and adaptive, dynamic forward error correction.
The LUC program will evaluate the success of these codecs and integrated systems by measuring elements of code universality, link budget improvement solely through the implementation of the codec, and the communication systems’ performance in heterogeneous network environments.
To maximize benefits of the LUC program and proliferation of its resulting technologies into both the commercial and military domains, DARPA will execute the program at the unclassified level with performers’ target implementations/integrations not to exceed Controlled Unclassified Information. Performers will be allowed to select their own target communication system(s) for integration and are expected to identify candidates that will demonstrate the greatest and/or most impactful improvement(s) through LUC implementation.
