About this file
This is an abstract submission template for the Lightweight Universal Codec (LUC) program, a DARPA IPTO research initiative (Solicitation Number HR001126S0014). The template is required for all abstract submissions and establishes formatting and content standards for proposers responding to this opportunity. Abstracts must not exceed eight pages (excluding cover sheet, table of contents, bibliography, and technical papers), be formatted in 12-point font with one-inch margins on 8.5" by 11" pages, and submitted in PDF or Microsoft Word format via DARPA's Broad Agency Announcement Tool (BAAT). All proprietary information must be appropriately marked, and submissions sent through other mediums or after the deadline will not be accepted.
The template requires proposers to address five core sections: Goals and Impact (describing the proposed innovation and its qualitative and quantitative benefits), Technical Approach (demonstrating expertise in error coding, codecs, and communications platforms; outlining feasible universal encoding approaches; and addressing code selection, convergence, and field update processes), Capabilities/Management/Security Plan (summarizing team expertise, identifying the principal investigator, and confirming security requirements compliance), Cost and Schedule (providing resource estimates for Phase 1 and Phase 2), and Bibliography/Technical Papers. The LUC program aims to develop an adaptive, universal encoder-decoder capable of utilizing diverse error-correcting codes with on-the-fly changes, integrating GRAND (Guessing Random Additive Noise Decoding) technology, and demonstrating improved efficiency, security, throughput, and interoperability in heterogeneous network environments at the unclassified level.

Identify any other solicitation(s) to which this concept has been proposed.
Acknowledgment:
By submitting an abstract under this Solicitation, the Offeror acknowledges that: (1) this Solicitation is limited to research and experimentation; (2) prototypes and test articles are limited to quantities and configurations necessary for research; (3) no production, commercialization, sale, fielding, deployment, or operational use is contemplated under the Solicitation; (4) the Offeror is responsible for identifying and managing patent risks within its control; and (5) any future production or deployment of LUC technology will require a separate action with separately negotiated terms.
ABSTRACT GUIDELINES: Use of this template is required for all abstract submissions. Proposers must include all information in this template to constitute a fully conforming abstract submission.
Page Limit Requirement: Abstracts shall not exceed a maximum of 8 pages. This page limit does NOT include the following:
· Abstract Coversheet
· Table of Contents
· Bibliography (Optional)
· Technical Papers (Optional)
Formatting Requirements: All submissions must be typed in English on 8.5" by 11" pages n using 12-point font with 1" margins all around. 8 or 10-point fonts may be used for figures, tables, and charts. Use of diagram(s) or figure(s) to depict the essence of the proposed solution is encouraged. Do NOT include elaborate brochures or marketing materials.
Content Requirements: Content requirements are noted in blue font under each section of the abstract template. Proposers should delete all content requirements prior to abstract submission.
Submission Requirements: Abstract submissions must be submitted in PDF or Microsoft Word formats. The recommended file naming convention is “Organization Name_LUC Abstract.” All proprietary information should be appropriately marked. NOTE: "Confidential" is a classification marking used to control the dissemination of U.S. Government National Security Information as dictated in Executive Order 13526 and should not be used to identify proprietary business information.
Abstracts must be submitted via DARPA’s Broad Agency Announcement Tool (BAAT). Please visit Proposer Instructions and General Terms and Conditions for specific information regarding submission methods through BAAT. Please note, BAAT is a method of secure transmission for CUI documentation. Submissions sent through other mediums, channels, or after the prescribed deadline will not be accepted.

Goals and Impact Describe what is being proposed and what difference it will make (qualitatively and quantitatively) if successful. Describe the innovative aspects of the project in the context of existing capabilities and approaches, clearly delineating the relationship of this work to any other projects from the past and present.
Technical Approach Strong abstracts should:
· Show significant expertise in the areas of error coding, codecs, and communications platforms/systems
· Outline a feasible universal encoding approach
· If not using GRAND, outline a feasible means of inferring channel characteristics based on data collected by the decoder
· Outline an efficient code selection process
· Outline an efficient, scalable approach for code convergence
· Describe the types of communications platforms/systems for which the proposer’s approach is well-suited and with which the approach can feasibly be integrated during the program
· Outline plans for supporting device code updates in the field.
IP Plan Clearly identify proposed data, software, and patent rights associated with the effort. Describe any risks from third-party restrictions that may impair performance or Government research use and proposed mitigation strategies.
Capabilities/Management/Security Plan Provide a brief summary of the expertise of the team, including subawardees and key personnel. While teaming arrangements do not need to be finalized at the time of abstract submission, mention of potential teaming/collaboration arrangements is highly encouraged. Identify a principal investigator for the project and include a description of the team’s organization, including roles and responsibilities. Identify the level of work proposed (Fundamental research, unclassified, CUI, classified) and the team’s ability to conform to security requirements, including those identified in section 3 of the BAA Cost and Schedule Provide a cost estimate for resources (e.g. labor, materials) and any subawardees over the entire program. Please clearly denote cost of Phase 1, cost of Phase 2 and total cost.
Bibliography Provide a brief bibliography with links to relevant papers, references, reports, etc.
Technical Papers Are technical papers included as part of this abstract? ☐ YES ☐ NO image1.emf
