About this opportunity
The National Oceanic and Atmospheric Administration Office of Marine and Aviation Operations seeks licensed and unlicensed mariner support service personnel through solicitation number 1305M223RNMAN0006 to fill gaps in its existing workforce aboard its fleet of research and survey vessels. The NOAA vessels conduct environmental and scientific missions, including fisheries research, nautical charting, and ocean and climate studies. Interested parties must have the ability to provide various mariner positions, such as licensed marine engineering officers and unlicensed mariners, on an as-needed basis for periods ranging from one week to 90 days. Capability statements must be submitted electronically by January 4, 2023 for consideration.
This opportunity is set aside for total small businesses. The NAICS code is 487210 and PSC code is V236. The NOAA seeks to augment its workforce with up to ten mariner support personnel at any given time. Capability statements should not exceed three pages and must include company information, point of contact, and ability to meet requirements in the draft statement of work, such as providing staffing and addressing challenges to vessel crew augmentation. Responses will help determine socioeconomic set-asides and inform potential procurement but do not constitute offers or binding contracts.
Notice text
The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) operates a wide variety of specialized ships to complete NOAA’s environmental and scientific missions. OMAO’s research and survey ships compose the largest fleet of federal research ships in the nation. The fleet ranges from large oceanographic research vessels capable of exploring the world’s deepest ocean, to smaller ships responsible for charting the shallow bays and inlets of the United States. A wide range of marine activities including fisheries research, nautical charting, and ocean and climate studies are supported by these vessels. In order to support these vessels OMAO requires the support of contract professional licensed and unlicensed mariners. These mariners will support filling gaps in our existing workforce.
