About this opportunity
NASA's Shared Services Center seeks to establish a 5-year Blanket Purchase Agreement for a Leadership Experience Program immersing NASA GS-15 personnel into an industry-leading aerospace company, with capability statements due June 9, 2026. NASA/NSSC intends sole source award to Space Exploration Technology Corp under FAR 12.102(a); the notice explicitly invites competing submissions to determine whether the procurement should proceed competitively, with the Government retaining discretion to compete based on responses received.
Place of performance is NASA Kennedy Space Center. The contractor must operate within the aerospace and aviation sector at large scale with complex engineering teams and advanced manufacturing, contribute to major technological innovation such as reusable rockets or advanced engines, work significantly with government or commercial customers including NASA or DoD, and focus on next-generation propulsion, sustainability, and space exploration. NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences). PSC code is U099 (Education/Training—Other).
The BPA covers an initial period from August 2026 through August 2027 with four optional one-year renewal periods extending through August 2031. The program hosts one to four NASA GS-15 participants annually for 2-week immersion courses at contractor facilities, extendable to 2.5 or 3 weeks for travel. Contractor deliverables include designing and executing the immersion agenda across facility locations, providing participant badging and computer access with onboarding and offboarding support, submitting a Technical Approach document, providing a clear Cost Per Person breakdown, proposing immersion dates and locations with blackout dates, and providing executive sponsor biographies of potential trainers. Contractors must disclose any use of Artificial Intelligence technologies during performance in accordance with OMB memo M-25-22. NASA covers all participant travel, per diem, and salary costs. Success is evaluated through post-immersion participant surveys. Oral communications are not acceptable; NASA FAR Supplement Clause 1852.215-84 (Ombudsman) applies.
