About this opportunity
The Defense Advanced Research Projects Agency (DARPA) is seeking multiple performers to develop an algorithmic theory of mind for modeling and predicting adversary behavior in national security scenarios. The Kallisti program aims to create advanced algorithms that can simulate an adversary's situational awareness, risk structures, and potential strategic actions with greater efficiency than current methods. Proposers must submit unclassified written and oral abstracts by February 28, 2025, with oral presentations scheduled for March 6-11, 2025, and final proposals due by April 4, 2025. Interested parties must request the Controlled Unclassified Information (CUI) addendum by February 14, 2025, to receive detailed program information. Evaluation will be based on technical capabilities, potential for innovation, and ability to meet the program's complex modeling and simulation objectives.
The program is not set aside for any specific business type and is open to large and small businesses, nontraditional defense contractors, and research institutions. The Kallisti program will be a 30-month single-phase effort organized into three distinct sprints of 12 months, 6 months, and 12 months respectively, with performers required to meet specific goals and metrics to advance between sprints. The work will be conducted in a government-provided simulation environment hosted on Gov-Cloud, with all data being simulated rather than real-world. While DARPA has not disclosed specific budget details, they anticipate making multiple awards through Other Transaction (OT) agreements. The program is restricted to Distribution D, meaning only DoD and DoD contractors are eligible to participate, with U.S. persons (including permanent residents) allowed to work on unclassified and CUI portions of the project.

Update #2 · Latest ·
Kallisti seeks to develop an algorithmic theory of mind to model adversaries’ situational awareness and predict future behavior including the belief of an adversary in the state of the environment, an adversary’s risk and reward structures, and the strategies an adversary uses to attempt to project future states that achieve desired end states. The program seeks to combine algorithms with human expertise to explore, in a modeling and simulation environment, potential courses of action in national security scenarios with far greater breadth and efficiency than is currently possible. See instructions in section 1.3 to request the Controlled Unclassified Information (CUI) addendum for further program information.
Kallisti is a 30-month single-phase program organized into three sprints of 12 months, 6 months, and 12 months. DARPA anticipates selecting multiple performers. Performers must reach the goals and metrics of a Sprint to move to the next Sprint.
