About this file
This is Amendment 1 to DARPA Program Solicitation DARPA-PS-25-06 for the Kallisti program, which seeks to develop an algorithmic theory of mind to model and predict adversary behavior for national security decision-making. The amendment clarifies that unclassified abstracts and proposals must be submitted via DARPA's BAA Website (https://baa.darpa.mil).
The solicitation outlines a 30-month program organized into three sprints (12 months, 6 months, and 12 months) with multiple anticipated awards through Other Transaction (OT) agreements. Key dates include: Proposer's Day on February 7, 2025; CUI Addendum requests due February 14, 2025; abstracts due February 28, 2025; oral abstract presentations March 6-11, 2025; and final proposals estimated due April 4, 2025. Proposers must submit both written and oral abstracts via videoconference, with those selected advancing to submit detailed written and oral proposals. The program is open to large and small businesses, nontraditional defense contractors, and research institutions. Additional technical details and evaluation criteria are contained in a CUI addendum that must be requested using the provided form.

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative approaches to enable national security decision makers to optimize strategies for deterring or incentivizing actions by adversaries. This program seeks to develop an algorithmic theory of mind to model adversaries’ situational awareness and predict future behavior including an adversary’s assessment of the environment, an adversary’s risk and reward structures, and the strategies an adversary uses to attempt to project future states that achieve desired end states. The program seeks to combine algorithms with human expertise to explore, in a modeling and simulation environment, potential courses of action in national security scenarios with far greater breadth and efficiency than is currently possible.
Multiple awards are anticipated.

1. PROGRAM INFORMATION
1.1. Background
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative approaches to enable national security decision makers to optimize strategies for deterring or incentivizing actions by adversaries under the Kallisti program.
This Program Solicitation (PS) calls specifically for Abstracts to be submitted by February 28, 2025, by 5:00 PM. Abstracts will consist of both a written and oral portion, with oral presentations done via remote videoconference. Both the oral and written abstracts will be reviewed by the government; if selected, the proposer will be asked to provide a more detailed written and oral presentation. These detailed Oral and written presentations will be reviewed by the government, and if selected, may result in an award of an Other Transaction (OT) agreement. More details for submitting the oral abstracts are found in the CUI addendum, which proposers must request using the form in Appendix A at the end of this announcement.
This PS encourages solutions from all responsible sources capable of satisfying the government’s needs, including large and small businesses, nontraditional defense contractors as defined in 10 U.S.C. § 3014, and research institutions as defined in 15 U.S.C. § 638.
1.2. Program Description
Overall Kallisti Scope
Kallisti seeks to develop an algorithmic theory of mind to model adversaries’ situational awareness and predict future behavior including an adversary’s assessment of the state of the environment, an adversary’s risk and reward structures, and the strategies an adversary uses to attempt to project future states that achieve desired end states. The program seeks to combine algorithms with human expertise to explore, in a modeling and simulation environment, potential courses of action in national security scenarios with far greater breadth and efficiency than is currently possible. See instructions in section 1.3 to request the Controlled Unclassified Information (CUI) addendum for further program information.
Kallisti is a 30-month single-phase program organized into three sprints of 12 months, 6 months, and 12 months. DARPA anticipates selecting multiple performers. Performers must reach the goals and metrics of a Sprint to move to the next Sprint.
1.3. Application and Submission Information
Unclassified abstracts and proposals sent in response to this PS shall be submitted via DARPA's BAA Website (https://baa.darpa.mil). The effort being solicited by this PS is CUI. A formal request for the CUI addendum may be submitted by filling out the DARPA-PS-25-06 CUI ADDENDUM REQUEST FORM (Appendix A) and by emailing the Request Form to kallisti@darpa.mil with the subject line “Request DARPA-PS-25-06”. Items will be transmitted electronically via DoD SAFE.
Proposers are required to submit this request no later than February 14, 2025, by 5:00 PM Eastern Time to allow for adequate time for delivery of the material. Requests submitted after this date will be disregarded. Requestors should allow up to 48 business hours for a response. The Request Form below is the only method of request that will be accepted.
1.4. Abstracts Basis of Evaluation
Abstracts will be evaluated using the evaluation criteria for selecting abstracts, their relative importance, and the method of evaluation as contained in the CUI addendum.
1.5. Oral Presentations Basis of Evaluation
Oral presentations will be evaluated using the evaluation criteria for selecting oral presentations, their relative importance, and the method of evaluation as contained in the CUI addendum.
