About this opportunity

This simplified acquisition proposal request issued by the Department of the Air Force Materiel Command Test Center seeks one suite of spectrometers to simultaneously measure the spectral irradiance range of 255-1100 nm across ultraviolet, visible, and near-infrared regions. Proposals are due no later than September 26, 2022 and will be evaluated in three phases assessing documentation verification, technical approach, and technical experience, with the greatest importance given to technical experience. Award will be made to the responsible offeror whose conforming proposal represents the best value based on these factors.

There is no set-aside designation for this requirement. The North American Industry Classification System code is 334516. The suite must include no more than three spectrometers collectively covering 255-1100 nm at a frame rate of 500 Hz while individually meeting resolving power and resolution specifications within each unit's spectral range. Delivery to Arnold Air Force Base in Tullahoma, Tennessee is required within 365 days of award, which is anticipated shortly after the amended September 26th proposal deadline.

8 September 2022 - Posted Amendment 0001 extending proposal due date to 26 Sept 22 and posted Q&As.

******************************************************************************************************************

This simplified acquisition proposal request (SAPR) is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

This requirement is for one (1) suite of spectrometers to measure the spectral irradiance across ultraviolet (UV), visible (VIS), and near-infrared (NIR) regions from a source within the instruments’ optical field of view (FOV) as specified in Attachment 1 – Technical Requirements. The collective spectral ranges during simultaneous operation must meet the full spectral range and detector frame rate requirements, while individually meeting the resolving power and resolution requirements within each unit’s spectral range.

Proposal Volumes I and II IAW Attachment 2 – Instructions to Offerors are due no later than 9 September 2022, 12:00 p.m. CDT. All documents shall be submitted via email to the Contracting Officer, Ms. Haley Smith, at email address haley.smith.10@us.af.mil.
