SUBJECT: Simplified Acquisition Proposal Request (SAPR) No. FA9101-22-R-B014, UV-NIR

Spectrometer Suite

1. This is a SAPR for the Arnold Engineering Development Complex (AEDC) UV-NIR

Spectrometer Suite requirement. This competitive simplified acquisition selection will be conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13. Contracts awarded under FAR Part 13 are not subject to FAR Subpart 15.3 procedures. Accordingly, award of a contract under this SAPR, should an award be made, shall follow the procedures outlined in

FAR Part 13, as supplemented by this solicitation.

2. This requirement is for one (1) suite of spectrometers to measure the spectral irradiance across ultraviolet (UV), visible (VIS), and near-infrared (NIR) regions from a source within the instruments’ optical field of view (FOV) as specified in Attachment 1 – Technical Requirements.

The collective spectral ranges during simultaneous operation must meet the full spectral range and detector frame rate requirements, while individually meeting the resolving power and resolution requirements within each unit’s spectral range. Items are to be delivered Free on

Board (FOB) Destination to Arnold AFB, TN 37389 within 365 calendar days after receipt of award.

3. This SAPR is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2022-07 effective 08/10/2022, Defense Federal Acquisition

Regulation Supplement DFARS Change 6/23/2022 effective 06/23/2022, and Air Force Federal

Acquisition Regulation Supplement AFFARS 7/1/2022 effective 07/01/2022. Additionally:

a. The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition.

b. Clause FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition.

c. Clause FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.

d. Clause FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or

Executive Orders – Commercial Items, applies to this acquisition.

4. This acquisition is being solicited under full and open competition; however, foreign participation is prohibited. The North American Industry Classification System code (NAICS) is

334516, Analytical Laboratory Instrument Manufacturing, with a Small Business Size Standard of 1000 employees. The Product Service Code (PSC) is 6650, Optical Instruments, Test

Equipment, Components and Accessories.

5. The following documents are provided:

a. Attachment 1 – Technical Requirements

b. Attachment 2 – Instructions to Offerors and Basis of Award

c. Attachment 3 – Document Verification and Self Scoring Worksheet

d. Attachment 4 – Provisions and Clauses

e. Attachment 5 – Pricing Worksheet

6. The offeror shall submit proposal Volumes I and II IAW Attachment 2 – Instructions to

Offerors no later than 9 September 2022, 12:00 p.m. CDT. All documents shall be submitted via email to the Contracting Officer, Ms. Haley Smith, at email address haley.smith.10@us.af.mil.

7. The offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror

Representations and Certifications-Commercial Products and Commercial Services, with its offer.

8. Questions and comments regarding this SAPR are due no later than 2 September 2022, 12:00 p.m. CDT and shall be submitted to the Contracting Officer at email address haley.smith.10@us.af.mil. The Government will consider all timely submitted comments and questions for possible incorporation.
