1. Amendment 0004 provides an additional map with revised measurements regarding the power line right-of-way tree pruning and a revised pricing worksheet.

2. Offerors are reminded to refer to the revised PWS dated 22 Oct 14 posted in Amendment 0001, paragraph 1.7.1 through 1.7.1.6 for required standards of power line right-of-ways.

3. Of the estimated 107.5 total miles, the attached map identifies approximately 25 miles that are out of standard.  Sampled sections of these areas were briefed during the pre-proposal conference and visibly identified during the site visit:

- Approximately 3.43 miles are in marsh areas
- Approximately 13.49 miles need to be pruned (out of standards) but easily accessible (ex.-run along one side of a roadway)
- Approximately 6.14 miles are in heavily wooded areas (may require tree removal/land clearing)
- Approximately 1.84 miles are disconnected due to mission change or over-growth (may require tree removal/land clearing)

4. As a result of this amendment, offerors that have already submitted a proposal only need to provide a copy of the revised pricing worksheet and acknowledged (signed) amendments that were not included in their proposal.  Emailed documents will be accepted and should be sent to scott.rogge.1@us.af.mil or anna.urrutia@us.af.mil prior to the date/time of proposal due date.

5.  Offerors are also reminded to review the Addendum to FAR 52.212-1 on page 186-188 of this solicitation for proposal preparation instructions and requirements.

This notice provides the official solicitation, Performance Work Statement (PWS), pricing worksheet, past performance questionnaire and financial reference sheet.  The contract will be a mix of fixed-price annual line items for base services (mowing, trimming, edging, etc.) and estimated quantity line items for as needed services (spot pruning, emergency tree & stump removal, etc.).  Maps referenced in the PWS will be provided at the pre-proposal conference or upon request from interested parties.

This solicitation is a competitive HUBZone small business set-aside. The applicable North American Industry Classification System (NAICS) code is 561730 with a small business size standard of $7,000,000.00. The successful contractor will be selected using Tradeoff procedures, representing the best value to the Government. Paper copies will not be provided.  It is incumbent upon the interested parties to review this site frequently for any updates or amendments to any and all documents. Added: Aug 28, 2014 4:10 pm Joint Base Charleston anticipates awarding a Fixed-Price indefinite quantity requirements contract for Grounds Maintenance Services at the Air Base and Weapons Station, Joint Base Charleston, SC. The performance period for this service is a 9-month base period plus four (4) one-year option periods.

The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base Charleston Air Base and Weapons Station, Old Naval Station, Short Stay, and Sullivan's Island in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor's performance will be based on the Contracting Officer's (CO) evaluation and Contracting Officer's Representative (COR) (Quality Assurance Personnel) and the results required by the Service Delivery Summary (SDS) and not the frequency or method of performance. It is at the contractor's discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.


A Fixed priced contract with a 9-month base year and four (4) one-year option periods is contemplated.
