QUESTIONS & ANSWERS
PRE-PROPOSAL CONFERENCE
JB CHARLESTON GROUNDS MAINTENANCE SERVICES
FA4418-14-R-0012
Q1. The 30% of WS power line ROWs are not located in areas designated as IMP/SEMI IMP/UNIMP? What condition and what is the location of this 30%?
A1. The intent is to bring surrounding areas vegetation height to required standards.
That said, the standards are defined and referenced in 1.1.4, 1.2.6, and 1.7.1.6. The final configuration is so the base electricians have access to all power lines for maintenance using GOVs (Government Owned Vehicles).
Q2. What is the LF of sidewalks that need edging?
A2. 719,105 ft total AB & WS
Q3. Old Naval Station, Short Stay and Sullivan’s Island are separate locations than the Joint Base/Weapons Station?
A3. Yes, JB Charleston is composed of Charleston AB, Naval Weapons Station, Short Stay, and Sullivan’s Island, and Old Naval Station. All the areas are separated by varying miles.
From the Weapons Station the Air Base is 14.8 miles, Sullivans Island is 24.4 miles, Short Stay is 25.7 miles, and the Old Naval Station is 4.6 miles.
Q4. Can you please provide clarification of the below items:
- PWS paragraph 1.1.7.1 states “Removal. The contractor shall police all grounds to keep free of accumulated detritus. Detritus is defined as any size of fallen or damaged tree limbs up to 24” in diameter, organic debris and leaves, or any other natural or man-made debris. In the event fallen tree limbs exceed 24” in diameter, such work shall be identified as Emergency Tree and Stump Removal and accomplished through issuance of a work order by the CO or COR.”
- The way the contract reads we are to remove all debris including leaves from all Improved, Semi-Improved and Unimproved grounds. That’s over 3000 acres of leaf removal, not to mention other debris like trash and tree limbs up to two feet in diameter. The Improved Grounds Mowing paragraph 1.1.1 has the wording “The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area.” Adding this wording to the Semi-Improved Line item # 1.2.2 and adding a line item for mowing to the unimproved paragraph with this wording should cover this requirement in those areas.
A4. Trash removal/pick-up is required in all areas. The intent is for all locations to have a uniform appearance within the same standards.
PWS CHANGE: Leaf removal has been removed from Semi-Improved and Unimproved detritus removal, however the verbiage “the contractor shall be required to pick up debris, natural and manmade, prior to mowing any area”. Improved Grounds areas identified for leaf removal are (Hill Blvd and Arthur Drive on the air base). DV routes and running areas; running areas such as McCombs Way, the black track and the red track (Fit testing area) on the AB and the running trail along Red Bank road. Detritus should not cause hindrance/interfere with running and fitness activities and these areas should be free of any debris at all times. These costs should be reflected in the CLIN for mowing each category of grounds.
Q5. Do you want leaf removal and picking up trash on all Improved Grounds (923.8 acres)?
A5. See A4.
Q6. Is the government looking for the contractor to police debris and trash full time?
A6. Yes
Q7. PWS paragraph 1.1.7.4. Storm Debris. “The contractor shall perform storm cleanup, when safe to proceed, after each major thunder storm, wind storm, ice storm, tornado, hurricane, tropical storm, or natural disaster. Storm cleanup shall include all natural and man-made debris, fallen tree limbs, sticks, twigs, dry brush, leaves, rocks, gravel, and all other objects. Debris and litter shall be properly disposed of off station.”
This is not a reimbursable line item which means if there is a storm or even worse, a hurricane, we must clean it up and dispose of the debris off base. Does this include named storms and tornados? Charleston AFB is in an area prone to hurricanes and tropical storms. Can named storms and tornados be excluded from this line item since the cost of cleanup could be massive?
A7. PWS CHANGE: The intent of this is not to have a task order every time it rains/wind blows etc…CE has in-house capabilities to handle these major events. The PWS has been modified to reflect this change in verbiage.
Q8. PWS paragraph 1.1.8, Pest Control:
- The wording “The contractor shall control weeds through execution of a weed control program appropriate for the area” is too broad based and open to many different interpretations. Does the Air force expect a full weed control program including controlling broad leaved weeds on all Improved Grounds? This would be expensive since there are no other turf management processes in place such as fertilization, aeration, etc.. The best way to keep weeds from growing is through a healthy turf stand which is not the case in many areas. Please describe what the government wants from its Pest management program. What is the desired end result?
A8. Weed control in gravel areas, pavements, enclosures, shrub beds, fencing etc…In grass areas weed control would be limited to stopping weeds from overtaking the area entirely.
Q9. Has there been a Noxious weed control program in place?
A9. Weed control is base wide.
Q10. Item 003 One-Time service to bring up to standards. This item is not clear. There is no description in the PWS. There is no possible way a contractor could see all of the areas that are not up to standard from a Bus. In order to price this item please identify the areas, quantities and types of service that the contractor must bring up to standards. Please also provide maps of these areas.
A10. Maps, pictures, and even a briefing with a slide show have been provided. The standards have been laid out. Areas have been identified. Quantities are listed in A54.
Q11. Is a work order required for all tree pruning?
A11. Yes. The PWS only requires tree pruning on an emergency basis by issuance of a task order.
Q12. Why is there no mowing requirement paragraph under unimproved grounds and there is a height requirement.
A12. There is no frequency requirement, just a maximum/minimum height restriction in place. The PWS states “The Contractor shall mow un-improved grounds so that grass height will not exceed 14” throughout the year.”
Q13. Under the mowing paragraph 1.1.1 it states “grass height should be maintained between 2 and 4 inches” Since there is no weed control program, there are many weeds throughout the Improved Grounds. In the winter, when the grass is not growing, the winter weeds continue to grow. Should the word grass be substituted with the word vegetation to cover this?
A13. PWS CHANGE: This wording will be changed to “vegetation (not including seed heads)”.
Q14. This contract combines three substantial and separate items of work. The Air Force Base and associated areas, the Naval Weapons Station and associated areas and bringing the Power lines and other areas back into standards. Most small businesses will not have the resources to perform a job of this magnitude. Putting a requirement to bring all areas back into standards in the first six months also puts both the government and the contractor at a higher risk for failure should it be awarded too low to a contractor that does not understand the magnitude of work involved and is trying to submit a competitive price. The out of standard work is not identified very clearly except for the power lines. Has the government considered utilizing three separate contracts for this work? A contract to bring the areas back to standard, the Air Force Base, and the Naval Weapons station.
A14. Separate contracts have been in place since the inception of Joint Basing. It has not resulted in the desired uniform appearance in all locations across the installation. Market research indicated a sufficient number of HUBZone businesses with the capability to successfully operate a multi-location contract. Smaller or less experienced contractors should consider partnering/subcontracting to a more experienced prime contractor.
Q15. Should the electronic copies of the pricing schedule be submitted on CD-ROM?
A15. Yes
Q16. Can the ORCA records from sam.gov be submitted in lieu of completing by hand the reps and certs listed in the bid document?
A16. Yes.
Q17. Please confirm pricing sheets contained in the documents posted on from page 3 thru 186 do not need to be completed and submitted as part of the Price Proposal?
A17. Correct, only complete the pricing worksheet in the Excel document.
Q18. Does the current contract include both the Navy and the Air Force? If no, are there currently two contracts? If yes, who are the current contractors and the most recent annual contract dollar value?
A18. There are currently two contracts. The Air Base incumbent is Joppa Maintenance Co. (FY14 $911,465.59), Weapons Station incumbent is Louis Mobile Welding and Grounds Maintenance (FY14 $2,320,967.21). Offerors are cautioned that the PWS for this requirement is significantly different than the PWS on the current contracts so direct correlation of pricing is not possible.
Q19. In using CLIN 0001AA as an example, is the estimated quantity of 826 acres an estimate quantity PER CUT or PER MONTH?
A19. The estimated quantities listed are totals for each particular line item. This is a performance based requirement so it depends on the growth rate and standards for the certain areas on how frequently it is performed. For your example, the price would be for the cost to maintain 826 acres for a month.
Q20. What housing unit areas is part of this contract?
A20. Only the common areas in the Hunley Park area is covered; no individual housing units. See Air Base map.
Q21. What is the grass height for mowing Runway Fields and outside fields?
A21. These areas are semi-improved at 4-10”
Q22. What is the frequency for mowing roadsides at the Weapons Station and mowing height?
(As Needed/ By Weekly/ Monthly)
A22. Improved 2-4”/as needed in all.
Q23. What is the grass height for mowing Bunkers?
A23. 4-10” not to exceed 14” and trim around smoke stacks.
Q24. Are the empty lot areas on a quarterly frequency or once per year?
A24. As needed to maintain stated requirements.
Q25. What is the frequency for mowing all catch basins, including Charlie’s Pond? (As Needed/ By Weekly/ Monthly)
A25. As needed to maintain stated requirements.
Q26. What is the name of the incumbent present?
A26. Louis Mobile Welding (Weapons Station) and Joppa Maintenance Co. (Air Base)
Q27. Does the past performance survey form have to be used or can other past evaluations be used?
A27. The survey posted to FBO will be sent to the references you submit with your proposal.
Q28. Do the completed PAST_PERFORMANCE_QUESTIONNAIRE_(2)s have be to faxed and included in the proposal response?
A28. No. See A27.
Q29. Does the completed FINANCIAL_INSTITUTION_REFERENCE_SHEET.pdf have to be faxed and included in the proposal response?
A29. No. This will be utilized by the contracting office to help determine responsibility.
Q30. Is there an approved parking/staging area on the Naval Station for the contractor to park equipment overnight?
A30. Only 1 designated laydown site is provided by contract. There are however additional sites on base where equipment may be parked overnight only (with prior approval by the COR). It must be noted that these areas are not “secured” areas, and the contractor shall assume all liability of any loss/damages incurred to equipment left unmanned.
Q31. Is there a Union Agreement that would supersede the Air Force published wage determination?
A31. No.
Q32. What is the current numbers of workers employed to maintain the grounds for Joint Base Charleston?
A32. This fluctuates on a seasonal basis and is different for both contractors. Each contractor’s business model will drive a different number of employees. As a performance based contract, the government hasn’t required reporting of the number of personnel. This PWS is significantly different than the PWS on the current contracts.
Q33. Will Air Force entomology provide a list of EPA/Air Force approved herbicides and Aquacide?
A33. Yes.
Q34. Contract Line item 0003 One Time Service to bring up to standards (WS). Is the intent of this line item to bring up all the various areas and tasks up to levels of services associated with the requirements of the maintenance level prescribe for each identified area at the weapons station?
A34. Yes.
Q35. Reference is made to Items 1.1.7.4., 1.2.7.3., and 1.3.3.3. Storm Debris. In the description it states that we are to provide clean-up after tornados, hurricane, tropical storms, or natural disasters. It would be very expensive to clean-up the base if a hurricane came through, and including the costs of the cleanup after a hurricane hits the base in the firm fixed portion of the contract would add over a million dollars to the contract for an event that might or might not happen. Could these disasters be removed from the firm fixed portions of the contract?

Q36. In reviewing the BASH, Ordnance, Magazine areas it appears that there is more than the
437.8 acres listed on the bid schedule, could you please confirm the totals for BASH, Ordnance, and Magazines?
A36. Ordinance and Magazines are the same area which is 307.8 acres. BASH areas are 130 acres.
Q37. Are the cracks of the airfield runways, taxiways, aprons, and other airfield hard surfaces included in paragraph 1.2.3. Elimination of Vegetation?
A37. Yes
Q38. 0001AA Does the 826 acres in the estimated quantities represent the acres to be mowed each occurrence or the estimated quantity to be mowed each month?
A38. See Q19.
Q39. Appendix A: Grounds Description/Work Load Estimates: Does the quantity listed 924 acres represent the total annual acres to be mowed or acres to be mowed each cutting?
A39. See Q19
Q40. Under 1.1.7, detritus: can the limb size be reduced to a more manageable size that may be removed without the use of equipment?
A40. No. The purpose is not to have to provide a task order for detritus removal under 24”.
Q41. 1.1.7.2, Trash Containers: Where can the trash from these containers be deposited after collection?
A41. Contractor can use any base refuse container to deposit trash. All “green” debris, such as branches, leaves, etc., shall be removed off the installation.
Q42. 1.1.9 Lawn Renovation, Can you describe what you mean by lawn renovation?
A42. The term should be “restoration.” This is when damage is done by contractor, i.e.
ruts, scalping etc
Q43. 1.1.10 Prune Shrubs, Hedges, and other plants: Do you mean shearing shrubs to be included under this clin?
A43. Yes, we mean cut back the shrubs, hedges and plants.
Q44. 1.2.4 Magazines and Revetments: Is there a restriction to the size equipment used to mow these areas?
A44. Equipment should not exceed safety standards, not cause rutting or slippage issues.
Q45. 1.7.1.6 Power Line Right of Way Clearance: How much time during the initial year will be allowed to bring these areas on the Naval Weapons Station up to standards? Can the government add a line item to the initial cleanup to the excel spread sheet to cover this item?
A45. CLIN 0003 during the base year is where this should be captured in your proposal.
PWS AND PRICING WORKSHEET CHANGE: Eight months will be allotted, but see the PWS for deliverables in paragraph 4.17. CLIN pricing has been changed to 1 LOT to enable progress payments based on monthly progression confirmed through submitted progress schedule. This is the ONLY “One-time Service” that will be used under this CLIN. All other areas that need to be brought into compliance should be priced under the Base Year CLIN for that service, with the understanding that some areas are not in compliance with standards and will take extra work to bring into standard.
Q46. Will a laydown area be provided on the naval weapons Station for contractor equipment?
A46. See Q30
Q47. Can fuel tanks be stored on each site?
A47. A storage tank may be utilized at the Air Base laydown area if contractor supplies it; and at contractor’s cost. Otherwise off base fueling must be used.
Q48. Is there a cost for badges to the contractor?
A48. No.
Q49. Is leaf removal part of this contract? If so in what areas?
A49. See A4.
Q50. Is straw removal part of this contract? If so in what areas?

Q51. Trash that is picked up, limbs etc... Does the government supply a container or area for this debris to be placed or is this the contractors responsibility?
A51. All debris shall be removed off station or mulched and blown into adjacent wooded areas.(limbs, branches, leaves, straw, etc.) . A container may be positioned at the laydown site, and may be obtained from a service provider of your choice. It will be your responsibility to ensure proper security passes are obtained for the provider. See A41 for “trash”.
Q52. If the government does not furnish waste containers is the contractor allowed to place waste containers on base? Which locations is this acceptable and not?
A52. See A51.
Q53. Will a task order be issued in case of storms to include hurricane and tropical storm or should the contractor allow for this in his price?
A53. See A7.
Q54. How many acres of Right Of Ways are there to be mowed? Is this figured in the estimated quantities of work.
A54. Wooded marsh lands 6.94 ; miles to be pruned 32.84 miles; Trees forested 13.14 miles; lines disconnected 3.7 miles. Totaling 56.62 miles. Yes.
Q55. Maintenance is to be performed at the Joint Base Charleston Air Base and Weapons Station, old naval station, short stay and Sulivans Island. Please advise how many acres are to be maintained at each location and at what level. Which of these areas has a lay down area for the contractor and what size is it, what does it include? Outsheds, building.....? Do these areas have electricity, water?
A55. Refer to PWS Appendix A and maps provided for laydown areas.
Q56. During the site visit conference the slide show was a discussion of areas on the Naval Station that are not in compliance. In the costing spread sheet you have only one CLIN 0003 for required services to bring into compliance. Costing CLIN’s are for maintaining and not bring requirement into compliance so in fairness to all prospective bidders bringing everything into compliance should have its separate CLIN for each item, you deem to be not in compliance. This process to bring certain areas will become lengthy and costly and should be tracked as such and paid as such, to bring the areas back to standards would only be a onetime event not on going for the contract life. Please provide a separate CLIN for all required services to bring grounds into compliance.

Q57. During the conference and the drive around the area NTPU where a barge and two subs were docked a fence line issue, of grown up vegetation on both side of the fence leading out to the barge in the water. The issue is the over growth of vegetation is a security issue/risk, and the vegetation growth along both for 10 feet out needs knocked down. But a solution must be approved before anyone or company can perform this task, as suggestion have been made but rejected by EPA or government agencies. Please provide what will be an approved solution by the concerning agencies so all bidders will have the knowledge as what to do and what not to do?
A57. CE environmental has approved certain aquacides for use in controlling this vegetation, as well as mowing or knocking down this grass.
Q58. PWS paragraphs 1.1.3.1, 1.2.3 and 1.3.1, These areas listed are elimination of vegetation requirements, these three areas many listed areas of required service, many areas throughout the AFB and Naval Station. During the drive around it was mentioned there is an area, there is an area, and so on. As we are reviewing the areas listed and seeing what we could during the drive around, these areas are substantial and really should have a pricing CLIN.
A58. These costs should be captured in the CLINs for the overall monthly maintenance cost for each level of service (i.e.- maintain improved, semi-improved or unimproved grounds)
Q59. The site visit was a good drive thru of the grounds but in NO way could it provide a thorough viewing of the areas to assist in estimating a size and cost for this required service. As these areas are not in the grassy lawn area and are areas plus the provided appendix A est quantities measurement in improved, semi-improved, un-improved and a contractor should not assume or guess what this required service measurements are. Please provide an estimate quantity of all the areas listed requiring vegetation control/elimination?
A59. Please refer to provided pricing worksheet, Appendix A, maps, pictures, slide show etc. Total estimated quantities have been provided.
Q60. As this is basically a policing service for the improved grounds, which is a largely vast area you do not have a costing CLIN in the Excel spread sheet. Please provide a separate CLIN for bring grounds into compliance.

Q61. For clarification please provide a measurement quantity of power line right away that are swampy, wetland type grounds in linear footage, or mileage?
A61. See A.54
Q62. Also please provide a quantity of power line of non-compliance areas that are not in swampy or wetland grounds?

Q63. Please provide a costing CLIN for bring all the power line ROWs into compliance.
A63. CLIN 0003 on the tab “Base Year” of the pricing worksheet is where these costs will be captured.
Q64. Please clarify that the only repair cost burden by a contractor for irrigation repairs is only the damage caused by their actions performing grounds operation? If so please provide the procedure as to how this would proceed. In the costing spread sheet 0001CH you have 1 lot, we have no idea as to what a 1 lot would or could be a line rupture or a operational moving part (sprinkler head).
A64. CLIN 0001CH is a reimbursable line item where the Government will obligate funds necessary to reimburse parts/materials/labor the contractor uses to fix a system. DO NOT PRICE THIS LINE ITEM. Places that have existing irrigation and the system is in working order will be maintained under CLIN XX01AL. Systems that are present but inoperable will need a task order for repair if over the (LoL) Limit of Liability. Any additional systems not present will be negotiated to be maintained once accepted by the government. Irrigation repairs will be required at the contractor’s cost if the contractor causes damage to the system.
Q65. 1.1.7.1. Detritus removal requirement of 24 inch in diameter and leaves seems to be extreme, as this is basically a policing requirement. The way you have this requirement stated a contractor or any organization will possibly need to utilize specialized equipment for the removal and clean up debris/detritus, when excessive size debris removal is require a work or task order should be issued.
• Detritus/policing are performed to clean up debris that is trash man-made or natural debris it should not require specialized equipment, please consider re-structuring the verbiage to instruct as so?
• Leaf removal clean up should be prices as a service by its self and not as a policing service.
A65. See A.40
Q66. 1.1.7.4. Storm debris clean up is a normal occurrence when thunderstorm with high winds, straight winds, ice storms, etc. But when you have a natural disaster type storm like tornados, hurricanes, tropical storm this is an un-known event which make costing a nightmare, and could most likely become over priced and make a ligament bid for everything else non-competitive.
• Please consider separating these storm occurrences into two different CLINs.
A66. See A.7. PWS CHANGE: the PWS will be revised to remove hurricane, tornado, etc.
Q67. In two CLIN 0001AV & 0001AW you have two est qty numbers one in acres one in linear footage. Please clarify your intent for the use of these two different qty measurement/numbers?
A67. The intent is to provide as much data as possible to assist in your proposal preparation. Some areas were measured in acres and some in LF. The line item is priced for monthly costs.
Q68. In two CLIN 0001AY & 0001AZ you have two est qty numbers one in each one in square footage. Please clarify your intent for the use of these two different qty measurement/numbers?

Q69. 1.1.11. You have a playground requirement in improved grounds area and ASTM 1487, what is ASTM 1487?
A69. ASTM-1487: Standard Consumer Safety Performance Specification for Playground Equipment for Public Use.
Q70. You state all CDC, RV Parks, and all picnic area is to be maintained, at 4 different locations. The legends on the AFB and Naval Station have a symbol indicating playgrounds, on the AFB the maps shows possibly two/three playground off of Toubey Blvd. And on the Naval Station we cannot find and such symbol, the appendix A has no item identifying this requirement. You have requirements to maintain these playground weed and debris free, as well sand, engineered wood chips to be replaced as needed.
You are requesting a service requirement for a contractor to maintain, for a clear understanding and un-known to provide these requirement prospective bidders needs vital information to provide a fair and accurate costing.
Wood chips for playground are to be a playground certified mulch which is specialize and more costly than landscaping mulch!
• Please provide the playgrounds w/locations, along with qty of their size to be maintained?
• Clarify who will supply $$$ cost wise the sand or wood chips, along with an annual qty required?
A70. The playgrounds off Touhey are maintained by a private housing contractor. The successful contractor will provide sand/wood chips for all others as needed. Appendix A identifies 15 playgrounds.
Q71. 1.2.4. / 1.2.5. Both of these areas of service are both in the semi-improved requirements you indicate between the two there is 437.8 acres for mowing under CLIN 0001BN. When combing the railroad with magazine/revetment requirement it does not provide a clear understanding regarding quantity of each. These two requirements need to be separated as railroad has tree/limb/branches removal/clearance requirement.
• Railroad needs to be separated into mileage, so that a contractor can make a clear determination on costing the tree and other requirements for the railroad.
• Will the railroad requirements in compliance at the time of award, if not there needs to be a CLIN for bring the R&R into compliance above & beyond the CLIN to maintain the service.
A71. 44.15 acres or 40 miles of railroad track must be maintained under this CLIN.
Q72. In reviewing the maps we can only count a roughly a total of 188 magazines to be maintained as semi-improved grounds. It was stated/said there were 346 magazines that will require maintenance.
• Please provide an accurate total number of magazines that will require maintenance in this contract/solicitation?
A72. 175 magazines.
Q73. A revetment is described as a practice or function to stabilize a water way shoreline or bank. If there are areas where shoreline or banks are to be maintained please provide this qty/measurement.

Q74. 1.7.1. Trimming/pruning of trees, you have provide a description of standards but you did not provide a size only a quantity under CLIN 0001CF @ 140 qty ea.
• For clarification provide desired size or breakdown of sizes?
A74. Emergency spot pruning/trimming is estimated to be needed 140 times per year, regardless of the size of tree needing the pruning or trimming. The PWS states “typically...removal of dead and/or broken limbs or removal of limbs for required clearances”.
Q75. 1.7.2. You have stated a requirement for emergency services for performing grounds maintenance services, you do not have a CLIN for costing this requirement when needed or requested. You also do not have any description as what type of services will be requested, this leaves a un-known wide range for what is going to needed/request. We would suggest you ask for an hourly rate in performing any requested emergency services!
• Please clarify your intent of services, along with adding/providing a pricing CLIN?
A75. The intent of this is to provide an immediate response to the Government should emergency services be required, any service required above standard fixed price services will be via task order.
Q76. Item under over and above services in the SOW are referring to see Appendix F and in the Excel costing spread sheet you are referring to Appendix E.
A76. This was in error. Refer to Appendix E, titled “Over and Above Services”.
Q77. In the maps you have two maps marked AS vacant lots @ Bldg 930 / Knutson St; you do not have a description in the SOW regarding any requirement of service to these two areas.
During the conference or drive around there was no mention or identification of the vacant lots!
• Please provide clarification as why or what these two vacant lot areas are representing?
A77. These are areas that have recently changed to vacant lots and should be maintained to the standards of the area they are in.
Q78. In the maps for the weapons station just above the Sullivan Island maps that indicate the compound of the North Annex I assume the first four maps. But the last two what are they representing we can match them to any areas on the maps, they do not have a legend for identifying anything as the four maps when put together give guidance.
• Please clarify what the maps in question represent?
A78. The legend for these maps is on Page 17 of the map titled “Complete Map Book reduced size”.
Q79. Power Line Right-A-Way, During the site visit it was clearly expressed that there are areas of the power line right a ways that are in non-compliance are a major concern of the Government. And that many areas are in soft, swampy grounds which will be an issue, as well as some wet land areas. As stated prior, the actual drive around did not provide a full and clear picture/viewing of all these areas of concern. We are requesting a second site visit to take closer and accurate look of the power line right a ways. So our team can provide a solid and fair price to you for this requirement.

Q80. The PWS Workload Appendix A does not match the quantities on the Grounds Pricing Worksheets. Please clarify which quantities we are to work with for our proposal.
A80. The quantities in Appendix A are “total” quantities. The pricing schedule has the quantities broken out into separate tenant units when necessary, strictly for how the government will fund this contract.
Q81. What exactly does the Irrigation CLIN description “System” mean? How many zones, heads, acreage covered and how much is manual watering and how much is automatic.
A81. This CLIN is priced based on maintenance of the systems IAW the PWS, para
1.1.5 and priced on a monthly basis.
Q82. Irrigation pricing. What are we pricing when the description states 2 each and 1 each for 12 months?
A82. Operation and Maintenance of the systems IAW the PWS requirements.
Q83. Irrigation requirements in the PWS state “MEGA CLINIC ONLY. To be performed during growing season.” However, the pricing schedule states “12 MO” and lists two areas this task is to be performed in.
A83. PRICING WORKSHEET CHANGE: The pricing worksheet will be changed to reflect the growing season only. PWS 1.1.5 identifies three areas containing irrigation systems.
Q84. At what frequency do trash bins require emptying? 90 per month for 12 months?
A84. Considering some receptacles are utilized more frequently than others they should be monitored and emptied on an as needed basis.
Q85. Please clarify what we are pricing for Weed Control, Acres or Linear Feet? Two of the CLINs have both denominators listed.
A85. Acres and linear feet are provided as information on estimated quantities. The CLIN is built to be priced on a monthly basis, i.e.- 12 MO.
Q86. Shrub Pruning CLINs list both “EACH” and “SF” quantities. How many shrubs are contained in the “SF” quantities listed?
A86. The SF quantities are shrubs located inside landscaped beds.
Q87. What is the acreage of the Airfield BASH mowing requirement?
A87. 130 acres.
Q88. Please reconfirm that mowing height standards do NOT include the height of the seed-heads.
A88. PWS CHANGE: Correct. This should reflect the grass and vegetation (weed) height, but not include seed-heads. Especially Bahaya.
Q89. The pricing page shows a total of 107.5 miles for power line clearance. During site visit it was stated there were 57 miles of power line clearance. Can you confirm if the 57 miles were the approximate amount of miles that were “completely out of standards” out of the 107.5 miles total?
A89. 56.62 miles of the 107.5 miles are out of standard.
Q90. What tree work is required for railroad clearance? How many miles of rail are there?
A90. See PWS 1.2.5 for standards. There are approximately 40 miles of railroads.
Q91. CLIN 0003 Can you post the photos of the One Time Service- tree and limb removal- that were presented at the site visit?
A91. They have been posted to FBO.gov.
Q92. CLIN 0003 The PWS and the Pricing Worksheet do not list quantity for One-Time Service, i.e. how many miles of tree and limb removal are required. I heard 57 miles at the site visit briefing.
A92. Correct, 57 miles are out of standard.

Q95. CLIN 0003 Can I return to the base with a tree company to provide them an opportunity to walk part of the power lines where the work is to be accomplished? I have contacted several tree companies and they all said that they would not provide a quote unless they are able visit the site.

A117. In the past, contractors were successful cutting the side of the pond opposite from the alligator then returning to cut the other side when he was repositioned. Additionally, as a safety measure, a “spotter” was used to watch the alligator the entire time the grass was being mowed. The contractor is expected to use the industry best practice and standards. A123. No, regular duty hours are listed in the PWS para 4.6. After hours work must be approved on a case by case basis by the COR.
Q124. Over and Above CLINs 0002AM,AN,AP tree care you are asking this by the acre for costing, which in basically an un-known of how many trees will and could come in play. Your description in Appendix E is does not inform as how you are planning to request it or is it performance base and the contractor take it upon themselves and perform the required work, This is in a category as over and above with no actual instruction as how the intent of use is or when to be accomplished.
• Please provide clarification as to how the government intends the use of over and above items either as performance base or task order (IDIQ)???
A124. These are performance based and priced as a monthly cost. The acreage is provided to assist in building your cost estimate. The largest area of 73 acres was identified during the site visit.
