About this opportunity

DLA Aviation is procuring J85 Engine Consumables through a sole source solicitation to General Electric Company (CAGE 99207) under FAR 6.302-1 authority. The procurement covers five line items of specialized mechanical components including rings, studs, and compressor retainers for air force applications, with 2025 demand quantities ranging from 10 to 80 units per item. The solicitation operates as a combined synopsis and solicitation for commercial items under FAR Subpart 12.6, with no separate written solicitation to be issued. Non-OEM sources and surplus dealers are invited to respond by demonstrating their capability to supply items, including quantity availability, pricing, and adequate traceability documentation or completed surplus certificates. The deadline for responses is October 14, 2025, and interested parties must contact the contracting officer directly as the solicitation will not be available through the standard DLA-BSM Internet Bid Board Systems.

This procurement does not utilize any set-aside designations and identifies General Electric Company as the intended sole source contractor. While specific award values are not disclosed, the government has indicated it may alter its acquisition strategy if purchasing existing surplus or newly-manufactured inventory proves more advantageous. The procurement involves aircraft engine consumables with demand quantities totaling between 10 to 80 units across the five NIINs listed in the attached spreadsheet. Performance will occur within the United States, and the government requires respondents to provide evidence of their supply capability for the entire contract period. The solicitation falls under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing and PSC category 2840 for Gas Turbines and Jet Engines.

Notice text

DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 99207, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS). A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. If any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date.  Surplus dealers are also invited to respond to this synopsis.  The response should include a completed surplus certificate, Procurement Note C04, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note:  Other Aviation sites will provide their equivalent surplus clause, as applicable).  Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified.  In addition, respondents should identify the quantity available and price.  A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (steven.powell@sba.gov).  The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
