About this opportunity

The Defense Logistics Agency Aviation is conducting market research for adding NSNs (National Stock Numbers) to the J85 Engine Consumables Performance Based Logistics (PBL) contract. The agency intends to issue a sole source solicitation to the Original Equipment Manufacturer (OEM), but is seeking input from non-OEM sources and surplus dealers who may have interest and capability to supply these aircraft engine consumables. Potential sources must be capable of providing all labor, materials, facilities, and equipment required for new manufacture, including procurement of component parts, inspection, testing, preservation/packaging, and shipping. Additional responsibilities may include supply chain management, logistics planning, and forecasting production. The applicable NAICS code is 336412 for Aircraft Engine and Engine Parts Manufacturing. Interested non-OEM parties must respond by September 10, 2025, and surplus dealers must include completed surplus certificates or adequate traceability documentation.

This opportunity does not utilize any set-aside designation and is open to all qualified sources. While the government intends to sole source to the OEM, no specific incumbent contractor is named in the notice. The solicitation does not specify award values, budget ranges, or quantities of consumables required. The market research results will determine the final procurement method, and the government reserves the right to alter its acquisition strategy if purchasing existing surplus or newly manufactured inventory serves the government's best interests. The contract appears to be part of an ongoing PBL arrangement for J85 engine components, though the specific timeline for services is not detailed in this pre-solicitation phase.
