About this opportunity
The Defense Logistics Agency Aviation (DLA Aviation) is seeking to procure J85 Engine Consumables through a sole-source solicitation to General Electric Company (CAGE 99207). The solicitation, numbered SPE4AX-25-R-J852, is being conducted under FAR 6.302-1 authority and will add specific National Stock Numbers (NSNs) to the existing GE J85 Contract of Interest (COI) SPE4AX-20-D-9445. The procurement includes various aircraft engine parts such as an anti-rotation stop, plain stud, and structural support, with specific NIINs identified in the attached spreadsheet. The solicitation is open to all responsible sources, including surplus dealers, who can demonstrate capability to supply the required items. Proposals must be submitted electronically to Andrew Alverson by March 17th, 2025 at 5:00pm EST, with offerors required to be registered in the System for Award Management (SAM).
The contract opportunity is not set aside for any specific category of business and has no minimum or maximum order quantities. GE is considered the only qualified source for manufacturing these proprietary parts, with the government lacking rights to the manufacturing, production, or process data. The parts will be procured for various base equipment (BEQ) locations across the United States, with specific delivery locations to be cited on individual orders. The solicitation falls under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing and PSC category 1680 for Miscellaneous Aircraft Accessories and Components. While specific award values are not disclosed, the procurement is intended to add consumable parts to an existing contract, suggesting a targeted, specific acquisition to support ongoing military aviation maintenance requirements.
Notice text
DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 99207, via a letter Request for Proposal (RFP). The response should include a completed surplus certificate, Procurement Note C04, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (steven.powell@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
