About this opportunity
The Defense Logistics Agency Aviation is conducting market research to add National Stock Numbers (NSNs) to the J85 Engine Consumables Performance-Based Logistics (PBL) contract. The agency is seeking potential sources capable of manufacturing and supplying specific structural support, stud, and anti-rotation stop components for aircraft engines, with a focus on new manufacture of these items. Key contract requirements include the ability to manage supply chain logistics, handle long-lead time parts procurement, address diminishing manufacturing sources, and manage material shortage issues. The government will evaluate potential contractors based on their capacity to provide services consistent with the notice's scope, demonstrate corporate financial and technical resources, implement effective project management, and meet performance requirements. Interested parties must submit their responses by 11:59 PM EST on February 6th, 2025, via email to Andrew.Alverson@dla.mil, with detailed capability statements and organizational information.
The pre-solicitation notice indicates that the contract may be set aside for small businesses or proceed through full and open competition, with the possibility of multiple awards being made. While no specific contract value is mentioned, the procurement will cover three specific NSN items with unit prices to be established at contract award. The North American Industry Classification System (NAICS) code for this procurement is 336412, which corresponds to Aircraft Engine and Engine Parts Manufacturing. The solicitation is currently structured as a sole-source opportunity with the Original Equipment Manufacturer (OEM), but the agency is open to surplus dealers and alternative suppliers who can demonstrate their capability to meet the contract requirements. Potential sources are expected to provide comprehensive documentation including organizational details, capability statements, and evidence of their ability to supply the required components.
Notice text
It is the Government’s intent to issue a sole source solicitation to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, Procurement Note C04, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the Contracting Officer identified herein. The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
