About this opportunity

The Defense Logistics Agency Aviation is conducting market research for adding National Stock Numbers (NSNs) to the J85 Engine Consumables Performance Based Logistics (PBL) contract, specifically for aircraft engine parts manufacturing under NAICS code 336412. The agency intends to issue a sole source solicitation to the Original Equipment Manufacturer but is seeking responses from non-OEM sources, including surplus dealers, who must provide evidence of their ability to supply the required items with proper traceability documentation. Potential sources must demonstrate capability to furnish all labor, materials, facilities, and equipment for new manufacture, including component procurement, inspection, testing, preservation, packaging, shipping, and supply chain management responsibilities. The government will evaluate respondents based on their capacity to provide services consistent with the scope described, secure necessary corporate resources, implement successful project management plans with tight schedule compliance, and perform under performance-based service acquisition contracts. Interested parties must submit responses by 11:59 PM EST on June 27, 2025, to the designated contracting officer via email, with no telephone inquiries accepted.

This procurement currently has no set-aside designation, though the agency notes that based on market research responses, the requirement may be set aside for small businesses or procured through full and open competition with potential multiple awards. The specific requirement involves one item: a compressor retainer (Part Number 3197M39P01, NIIN 017261951) classified under Federal Supply Class 2840 for gas turbines and jet engines. No incumbent contractors are identified in this pre-solicitation notice, and no budget ranges or award values are specified, as unit prices will be established at the time of contract award. The notice emphasizes that this is purely a market research exercise with no current solicitation available, and the government assumes no financial responsibility for costs incurred by respondents in preparing their capability statements.

Notice text

It is the Government’s intent to issue a sole source solicitation to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the Sources Sought closing date.  Surplus dealers are also invited to respond to this Sources Sought.  The response should include a completed surplus certificate, Procurement Note C04, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable).  Responses to this announcement from other than the OEM should identify items of interest and include evidence of the ability to supply the items for the contract period as identified.  In addition, respondents should identify the quantity available and price.  A copy of the letter of interest should be forwarded to the Contracting Officer identified herein.  The Government may alter the acquisition strategy if purchase of existing surplus or newly manufactured inventory is in the best interest of the Government.

The Defense Logistics Agency Aviation is issuing this Sources Sought as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for adding NSNs to the J85 Engine Consumables PBL. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is336412.

Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the new manufacture of the item(s).  Generally, this entails the procurement/manufacture of component parts, inspection, testing, preservation/packaging, and shipping.  Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long-lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets.  The unit prices will be established at the time of a contract award.
