About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 23 has issued a Sources Sought Notice (36C26326Q0431) seeking qualified small businesses to provide fuel flush gamma jet cleaning services. This market research notice is classified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with PSC code J045 and targets Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or other qualified small businesses with a small business size standard of $19 million. Key requirements include providing comprehensive fuel tank cleaning services at two VA Medical Center locations, maintaining OSHA compliance with a Competent Person on-site, performing fuel transfer and filtering operations, conducting gamma jet cleaning of emptied tanks, removing contaminated wastewater, and submitting detailed inspection documentation within 7 business days of service completion. Interested parties must submit a capability statement including company information, relevant certifications, licensure, and demonstrated experience by the March 17, 2026 deadline at 5:00 PM Central Time to contracting specialist Erica Miller. It is critical to note that this is a sources sought notice for informational and planning purposes only and does not constitute a binding solicitation or commitment to award a contract.
The procurement involves no set-aside designation specific to the primary contract, though the VA is actively seeking SDVOSB and VOSB participation. The scope encompasses gamma jet cleaning services at two locations: the Omaha VA Medical Center (4 above-ground 10,000-gallon diesel tanks) and the Grand Island VA Medical Center (2 underground 20,000-gallon diesel tanks). Services must be completed within 90 days of contract award and include comprehensive fuel system management, EPA and state/local waste disposal compliance, and detailed reporting on contaminants and preventive recommendations. While no specific contract award value is disclosed in this sources sought notice, the work scope and dual-location requirement suggest a moderately complex procurement. Respondents should note that all costs associated with responding to this notice are the responsibility of the submitting party, and responses will be treated as information only and cannot be accepted as binding offers.
