The purpose of this amendment is to:
A. Correct Section L, Part II, Paragraph A to "This solicitation is 100% set-aside for Small-Disadvantaged Veteran-Owned Business concerns."
B. Extend proposal due date from 9 Aug 2019 at 2:00pm CST to 16 Aug 19 at 2:00pm CST.
C. Questions regarding this solicitation may be submitted to the POCs listed below no later than 12 August 2019 at 2:00pm CST. Questions submitted after may not be answered..

This notice serves to provide notification to all Small Business concerns in submitting proposals for the upcoming solicitation for services non-personal: Engineer, furnish, install and test (EFI & T) armored single mode fiber optic cable (FOC) to upgrade and enhance the fiber optic cable connectivity between Information Transfer Building (ITB) 121 to Youth Center (Building 286) at Minot AFB, North Dakota, in accordance with (IAW) the Statement of Objectives.
Magnitude of this solicitation is between $100,000 and $250,000.
The North American Industry Classification System (NAICS) code for this project is 237130 (Power and Communication Line and Related Structures Construction); the Business Size Standard is $36,500,000.00 in average annual receipts for the last three years.
The complete solicitation package, which includes the project plans and specifications, will be made available only through the FedBizOpps website at https://fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on FedBizOpps. Contractors will be solely responsible for obtaining amendments from this site to update files. This project will be solicited as 100% Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside with the intent to award a Firm-Fixed Price Contract in which award will be made, IAW the acquisition procedures established in FAR 15.101-2, to the offeror(s) whose evaluated offer/proposal represents the lowest priced technically acceptable.


Notice to Offerors:
NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for any future award.


NOTE 2: For either the site visit, submission of proposals, or base access all personnel requesting access to MAFB must possess a valid State or Government picture ID card.
Furthermore, individuals presenting ID cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or ID cards issued by federal state or local government agencies that include a photo and biographic information. Additional information to include a full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories.
