Attachment 4 Site Visit Questions and Government Responses

1. Will a tracer line be required?

A) Tracer wire is covered in para. 2.2.2.13.5 of the SOO.

Along the length of the duct run, if the ducts are installed by trenching, spacers shall be placed at an interval of four (4) spacers per 20 feet. At least one duct or roll pipe shall have tracer wire or be otherwise locatable from the surface. All new tracer wire installed for this project needs to have a wire nut and label installed at all wire ends, and those wire ends secured but not connected to grounds. The tracer wire shall be exposed; free from the conduit and capped (insulated). The tracer shall be secured and routed to the maintenance hole or hand-hole neck to a point where maintenance personnel may access the wire without having to enter the maintenance hole/hand-hole, and tagged with a label so indicating it as a “Duct Tracer Wire to xxx – Do Not Remove (where xxx is the other end of the wire).” Tracer wires shall not be connected to any grounding system. Tracer wire shall be pulled back from building entrances until it is underground to prevent lightning damage.

2. Is trenching required for all areas not covered by pavement? Or only some areas?

A) Trenching would be required unless the contractor wants to bore. The SOO calls for schedule 80 conduit so they would have to ensure they still stick with the schedule 80 requirement.

3. Would the Government please provide a more detailed description of the Surface Restoration requirements?

A) Paragraph 2.2.6 Site Restoration of the SOO has been updated to reflect the changes for grounds restoration and the fiber path leaving B121.

4. Will this project incorporate a winter exclusion?

A) Yes, winter exclusion will be from 15 Nov 2019 to 14 Apr 2020.

5. Can you please clarify the requirement for submission?

A) Section L, Section II, Par B contains information on the submission of proposals.

The offereror must request and obtain and acknowledgement of receipt for electronic submission.

The sealed envelope, e-mail, or package used to submit your proposal must show the time and date for receipt, solicitation number and name and address of the offereror and must be received no later than the offer due date.
