About this opportunity

The Internal Revenue Service is conducting a sources-sought notice to identify vendors capable of providing parking spaces in Spokane, Washington, with responses due May 18, 2026. This is market research only; no RFQ or RFP is being issued at this time, and the IRS is not committed to award. The IRS seeks three parking spaces within a 15-minute walking distance of the Thomas Foley Federal Courthouse at 920 W. Riverside Ave, Spokane, WA 99201.

The requirement spans 12 months commencing June 1, 2026, through May 31, 2027. The contractor must provide 24/7 parking availability with controlled access mechanisms (access cards, prox cards, or codes), maintain vehicle and personnel security, and conduct facility walkthroughs as needed with IRS Point of Contact Fernando Flores (206-931-2713; fernando.j.flores@irs.gov). The Government anticipates a Firm Fixed Price award structure. Evaluation is equally weighted across five factors: price, geographic locality, 24-hour access availability, controlled access capability, and technical review demonstrating prior experience providing comparable services.

Responses must include a cover letter with company name, address, UEI number, points of contact, and business size classification under NAICS Code 812930 (Parking Lots and Garages) with a $47.0 million size standard. Vendors should identify any Government Wide Acquisition Contract vehicles their firm is associated with, including GSA Schedule participation. All submission costs are at the vendor's expense and nonrefundable. Submissions become IRS property and will not be returned. Nonresponse does not preclude participation in any future solicitation.
