About this opportunity
The Federal Bureau of Investigation issued a notice of intent to sole source a five-year building automation system maintenance and repair contract to BAS Control Systems, with responses due by 10:00 AM ET on August 10, 2026. This is not a request for proposals; any response must demonstrate clear and convincing evidence that competition would benefit the Government, and the decision to compete or sole source rests solely with the FBI. The requirement covers scheduled preventive maintenance, annual inspections, and repair services for the proprietary Reliable Controls system at Quantico, Virginia facilities, including temperature and humidity sensor calibration, controller and valve adjustments, and UPS system maintenance with service reports provided after each call. The FBI justifies sole source award on BAS Control Systems' status as the factory-authorized Reliable Controls representative in the Quantico area and sole provider with proprietary tools and specialized system knowledge. Market research confirmed BAS Control Systems' local authorization and positive reputation with other agencies; no other vendors expressed interest. The anticipated cost was determined fair and reasonable through comparison with existing building automation contracts. The FBI stated it will evaluate future system conversions for potential full and open competition. Inquiries or responses should be directed to Contracting Officer Jamie Compton at jlmelzer@fbi.gov.
