INTENT TO SOLE SOURCE

LawProse Advanced Legal Writing - LawProse Inc. - SS-CFPB-19-035

The Bureau of the Fiscal Service (Fiscal Service) Division of Procurement Services, on behalf of the Consumer Financial Protection Bureau (CFPB) intends to make award to LawProse, Inc., 14180 Dallas Parkway, Suite 280, Dallas, TX 75254, on a sole source basis, under authority of FAR 6.302-1, for in-house training at 3 CFPB locations for Advanced Legal Writing.

CFPB requires a program that focuses on analytical and persuasive writing, with examples from actual memos and briefs. The custom class, must include a concentration on the five major skills that good legal writers must develop: framing issues that grab the reader, cutting wordiness, using transitions deftly to make the argument flow, quoting authority more effectively, and handling writing projects more efficiently.

The Office of Enforcement needs a full-day, in-house writing course for its attorney and paralegal staff, to be delivered at CFPB's office located in Washington, D.C., during September 2019. Additionally, 2 other trainings will be offered in November by the same vendor in Chicago, IL and San Francisco, CA. Training must cover development of the following skills: how to address complex issues through written memoranda; how to write effective legal memos that are clear, concise, and well organized; how to quickly frame issues that get the judge's attention; how to achieve a lean style that makes the attorney's prose stand out from most legal writing; how to smooth the transitions between sentences and paragraphs; how to quote authority most effectively; how to get written projects down on paper most efficiently; how to master the prerequisites to professional-level writing; how to budget time for the different phases of writing; how to achieve a lucid train of thought for legal writing; how to write a powerful conclusion, and; how to edit and proof-read for style, structure, and error-free documents.

The class must be an all day class, including lecture, written exercises, and at least one exercise requiring participants to produce a detailed outline for a writing project. Instruction should provide a step-by-step approach to framing issue and a course book covering all topics should be provided to each participant.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

Fiscal Service will consider written responses received no later than 1:00 PM EST July 8, 2019. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: SRB/PW REF SS-CFPB-19-035. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the Advanced Legal Writing.
