About this opportunity

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) has published a Special Notice indicating its intent to award a sole source contract to Elsevier B.V. for electronic access to Elsevier publications. This access is required by NAL to provide un-embargoed, perpetual access to Elsevier's copyrighted content for use by USDA employees, authorized public on-site users, cooperators, and volunteers.

The purpose of this Special Notice is to inform potential contractors that NAL requires immediate, un-embargoed access to Elsevier publications, along with perpetual access and data rights to the content subscribed to during the contract period. Elsevier is the sole copyright holder and the only vendor able to meet these requirements. The anticipated period of performance is one base year with two one-year options. Potential sources who believe they can provide the required services are invited to submit substantiating documentation by June 25, 2024. No reimbursement will be made for any costs associated with responding to this announcement, and the government reserves the right to determine whether to proceed with a competitive procurement based on the responses received.
