About this opportunity
The United States Department of Agriculture Agricultural Research Service seeks to award a firm-fixed price contract to provide all labor, parts, and materials necessary to deliver and install a multiplex water softener system at its facility in Ames, IA. The new system must communicate with the existing building automation system using BACnet over IP and be installed in accordance with all applicable federal, state and local codes. Site visits are scheduled for June 8th and 9th with registration due by June 7th, and proposals will be due on or around June 29th.
This procurement is designated as a total small business set-aside and will use NAICS code 238220 and PSC code J045. The anticipated contract value is between $250,000 and $500,000 to be completed within 60 calendar days of the notice to proceed. Electronic proposals submitted via email are required. Qualified biobased products designated through the USDA BioPreferred Program should be acquired where reasonably available and priced.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to Install a Multiplex Water Softener located at Ames, IA 50011.
PROJECT SCOPE: The contractor shall provide all necessary labor, parts, and materials to delivery and install a multiplex water softener, brine tank, control valves, isolation valves, programmable logic controllers, HMI, piping, insulation and other components needed to complete the project. The new Water Softener shall be connected to existing 3” brass ProPress supply and return valves. The new Water softener shall communicate to the existing Building Automation System (BAS), Johnson Controls Inc (JCI), using BACnet over IP. All fabrication, installation and testing shall be in accordance with all Federal, State and Local codes. All waste products shall be disposed of in accordance with all Federal, State and Local codes
Magnitude of Construction is between $250,000 and $500,000.
Site visits are tentatively scheduled for Jun 8, 2022 at 1:00PM CST and Jun 9, 2022 at 10:00 AM CST. In order to attend the site visit, you MUST pre-register by Jun 7, 2022 at 2:00 PM CT. The same information will be provided at both site visits, so offerors only need to attend one. Additional details, including how to register for the site visit, will be provided in the solicitation. The attached COVID-19 Certification Vaccination form must be presented upon entry to the site visit. If an attendee is not vaccinated or doesn't want to share that information, then a negative COVID test taken within the previous 3 days must be provided to get onsite.
SOLICITATION PERIOD: A request for proposal is scheduled to release on or about May 26, 2022. Proposals will be due on or about Jun 29, 2022.
SOLICITATION PROCEDURES: The acquisition will be issued as a total Small Business Set-Aside, Request for Proposal using the Contract Opportunities on the sam.gov website. The NAICS code for this procurement is 238220; Small Business Size Standard is $16.5 Million. Product Service Code (PSC) is J045. The anticipated period of performance will be 60 calendar days from Notice To Proceed. It is anticipated that solicitation will result in a single award firm-fixed price contract.

This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced.
