About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland intends to negotiate on a sole source basis with Fisica Applied Technologies, Inc. (CAGE: 1TS25) for upgrade of the horizontal polarized High Altitude Electromagnetic Pulse System (HEMPS) to meet MIL-STD-2169D testing environment requirements, with a notice close date of October 2, 2026.

The existing HEMPS were developed and fielded between March 2008 and January 2011 at Patuxent Naval Air Station and White Sands Missile Range. The systems utilize advanced pulsed power technologies to produce representative electromagnetic waveforms for the early time (E1) component of the High Altitude Electromagnetic Pulse (HEMP) environment as described in MIL-STD-2169C. The upgrade will enable the systems to produce equivalent waveforms meeting the new MIL-STD-2169D standard.

This is not a competitive request for proposals. Responsible interested parties may submit a capabilities statement by October 2, 2026 for Government consideration. The Government will consider all information received prior to the closing date. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
