About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking technical assistance for the replacement of high-pressure air compressors at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF). The pre-solicitation notice indicates a sole-source intent to award a contract to RIX Industries for technical support during the disassembly, on-load, reassembly, and reinstallation of two high-pressure, oil-free air compressors (Model 5R5-75B) for a Virginia class submarine during its Depot Modernization Period. Key contract requirements include U.S. citizenship, a Confidential Defense Counterintelligence and Security Agency facility clearance, and YELLOW Shipyard Access Control Badges for the contractor personnel. Interested parties are invited to submit a tailored capability statement by June 13, 2025, at 7:00 AM Hawaii Standard Time, with the understanding that the government retains sole discretion in determining whether to conduct a competitive procurement. The evaluation will primarily focus on the ability to meet the specific technical and security requirements outlined in the Performance Work Statement.
There are no specific set-aside designations for this contract opportunity. The pre-solicitation notice suggests RIX Industries is the intended sole-source contractor due to their status as the Original Equipment Manufacturer (OEM) with restrictive rights to proprietary system information. While no specific award value is mentioned, the contract will involve technical assistance services for compressor replacement in a submarine's Engine Room, with strict safety and security protocols. The work is expected to be performed during the submarine's Depot Modernization Period, with the contractor responsible for operational testing, rigging, and equipment handling. The procurement falls under the NAICS category 336611 (Ship Building and Repairing) and PSC category J020 (Maintenance/Repair/Rebuild of Ship and Marine Equipment), indicating a specialized maritime maintenance contract with specific technical requirements.
Notice text
This is a notice of intent to award a sole-source contract and is not a request for competitive quotes.
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to restrictive rights as the Original Equipment Manufacturer (OEM) does not allow any entity (Government or Private) access to proprietary information of the systems that are necessary to perform the technical assistance. This purchase order is intended to be awarded to RIX Industries for technical assistance for the disassembly, on load, reassembly and reinstallation of the high-pressure, oil-free air compressors (Model 5R5-75B), manufactured by RIX Industries, using Advanced Equipment Repair Program (AERP) assets. The requirements document in the form of a Performance Work Statement is attached to this notice.
This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a tailored capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by June 13, 2025 at 7:00 AM Hawaii Standard Time. Responses, including questions about this notice, shall be sent via email both points of contact listed below.
