About this opportunity

The United States Coast Guard is issuing a Request for Information on high energy laser technologies for maritime applications, with responses due August 20, 2026. This is market research only; no contract will be awarded and no set-aside applies.

The USCG seeks information on directed energy systems capable of incapacitating uncrewed targets of interest—uncrewed aerial systems and uncrewed surface vessels—in maritime environments including fixed piers, moving cutters, and small boats. The maritime context imposes distinctive environmental challenges: systems must withstand shock, vibration, sea spray, and airborne particulates including smoke and fuel exhaust, potentially requiring ruggedized packaging.

Responses must address physical specifications (dimensions, weight, power requirements, cooling requirements), operational characteristics (wavelength, output power, area of effect, range), and integration requirements including software, target profiles, and targeting methods. The USCG also requests cost estimates for acquisition and installation, prior testing and demonstrations, mean time between failures, Technical Readiness Level, safety features, and estimated costs across operational testing, limited user evaluation, and production phases. Classified material up to Secret level should be submitted separately via SIPR.

Submissions comprise a one-page cover letter with company and contact information, and a detailed technology description limited to 20 pages per technology (supporting documentation and attachments do not count toward the page limit). All models and variations must be included in a single response. Submit to smb-rdc-dss+1055@uscg.mil and Kiemisha.A.Sweetney@uscg.mil. Responses become US Government property and will not be returned.

Notice text

This Request for Information (RFI) is part of an effort by the United States Coast Guard (USCG) to determine the availability and technical readiness of directed energy technologies. The USCG is interested in systems or effectors that use high energy lasers (HEL) or comparable laser technology to incapacitate targets of interest (TOIs) in the maritime environment. The “maritime environment” refers to installation locations that include, but are not limited to, fixed sites such as piers, on the move (OTM) cutters, and OTM small boats. The unique challenges of the maritime environment may require packaging to protect against shock, vibration, sea spray, and airborne particulates, including smoke and fuel exhaust. Primary TOIs for this RFI are, but are not limited to, uncrewed systems, to include uncrewed aerial systems (UAS) and uncrewed surface vessels (USV). Information is specifically requested regarding physical dimensions of the effector: its weight, power requirements, cooling requirements, and rough order of magnitude for cost of acquisition and installation. Responses should also include wavelength, output power, area of effect, and range information. Software load to include target profiles and targeting methods should be included as available.
