About this opportunity
The Department of Homeland Security US Coast Guard Surface Forces Logistics Center seeks quotations for two heating elements (NSN 4410-01-483-2598, part number 5636, manufactured by Cemline Corp), with quotations due July 17, 2026 at 9 AM Eastern Standard Time. This is a simplified acquisition under FAR Part 13 for a commercial item with no set-aside.
Place of performance is the USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, Baltimore, Maryland 21226, with required delivery by August 30, 2026 on an F.O.B. Destination basis. The heating elements are flanged immersion heaters rated at 480V, 36KW, 3-phase, 60Hz with Monel sheath elements and 6-inch 150-pound steel flanges, required for repair and restoration of hot water storage tanks aboard 210-foot WMEC Class Coast Guard Cutters that provide heating to potable water systems.
The procurement is single-source justified based on the determination that only one responsible source is available. The Coast Guard does not possess the original equipment manufacturer's proprietary data rights, specifications, or manufacturing drawings, and Cummins is identified as the only known source possessing the necessary techniques, design specifications, testing, quality assurance capability, and documentation to manufacture compliant parts.
The estimated total procurement value is $20,312, with each unit estimated at $10,156. NAICS code 332410 applies (Power Boiler and Heat Exchanger Manufacturing), with a business size standard of 750 employees. Quotations must be submitted via email to Nina.m.crosby@uscg.mil and must include valid DUNS numbers, SAM registration, and Tax Information Numbers. Commercial packaging with individual pack and mark is required. All responsible sources may submit quotations.
