About this opportunity

The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) is seeking to procure a Heat Flow Meter Apparatus, specifically a Netzsch brand or equivalent instrument, with associated accessories and installation services. The solicitation (RFQ W9132T25Q0012) requires a specialized heat flow meter capable of measuring thermal resistance across multiple standards, with specific technical capabilities including temperature ranges from -20C to 90C and thermal conductivity measurement from 0.002 to 2 W/(m*K). The procurement will be evaluated based on technical acceptability and price using Federal Acquisition Regulation (FAR) Parts 12 and 13 procedures. Vendors must submit their quotations electronically to CERL-CT-QUOTES@usace.army.mil by 11:59 AM on February 24, 2025. To be eligible for contract award, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete all required representations and certifications.

The solicitation is an unrestricted procurement under NAICS category 334513 for Instruments and Related Products Manufacturing, with a size standard of 750 employees. The contract encompasses three primary line items: the heat flow meter itself, an accessory kit with silicone interface pads and thermocouples, and onsite installation and commissioning services. Equipment delivery is expected within 30 days of order, with installation to be completed within 30 days of delivery. The place of performance is located in Champaign, Illinois. While no specific award value is mentioned, the procurement involves a precision scientific instrument with comprehensive installation services, suggesting a specialized and potentially significant investment for the U.S. Army Corps of Engineers. The contract will require the vendor to provide comprehensive installation, including equipment calibration and measurement demonstration at the performance site.
