The National Aeronautics and Space Administration Shared Services Center published a Special Notice for a Habitable Worlds Observatory Feasibility Study. The notice intends to issue a sole source contract to 4D Technology Corporation under the authority of FAR 13.106-1(b)(1)(i) as the sole provider for the feasibility study.
The feasibility study is required to support development of the Habitable Worlds Observatory space telescope recommended by the Astro 2020 decadal survey. Interested parties may submit capabilities by February 19, 2024 to be considered for full and open competition. The study must identify options for an Extremely High-Speed Interferometer capable of 1MPx single frame phase shifting at 1MHz to enable picometer-level stability measurements. Deliverables include camera datasheets, a cost estimate, an optical design prototype, an electrical assessment of triggering and camera control recommendations, and an interferometer operation overview. The contractor must complete the 6-month study by providing progress updates per an agreed upon schedule.

Synopsis:
NASA/NSSC has a requirement for Habitable Worlds Observatory Feasibility Study.
NASA/NSSC intends to issue a sole source contract to 4D TECHNOLOGY CORPORTATION 3280 E Hemisphere Loop STE 146 Tucson, Arizona 85706-5039 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that 4D TECHNOLOGY CORPORTATION is the sole provider of Habitable Worlds Observatory Feasibility Study.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 333310
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 p.m. Central Standard Time on 2/19/2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
