About this file
This document outlines requirements for a feasibility study on an Extremely High-Speed Interferometer. The study is required to support development of the Habitable Worlds Observatory, a space telescope recommended by the Astro 2020 decadal survey. The feasibility study must identify options for an interferometer capable of 1MPx single frame phase shifting at 1MHz to enable picometer-level stability measurements of moving or vibrating objects. Deliverables include camera datasheets and a cost estimate, a prototype optical design, an electrical assessment of triggering, camera control recommendations, and an interferometer operation overview. The contractor must complete the study within 6 months of authorization to proceed and have progress meetings per an agreed upon schedule.
The related federal contract opportunity is a special notice for the Habitable Worlds Observatory Feasibility Study. The National Aeronautics and Space Administration Shared Services Center intends to issue a sole source contract to 4D Technology Corporation under FAR 13.106-1(b)(1)(i) as the sole provider. The performance location is NASA Goddard Space Flight Center. Interested parties may submit capabilities by February 19, 2024 to be considered for full and open competition.

Statement of Work
Feasibility Study for an Extremely High-Speed Interferometer
1. Background
Development ultra-stable pico-meter level optical metrology system is key to development of future ultra stable telescopes that enable high contrast space telescopes such as a 6 meter Infra-Red Optical Ultra-Violet (IROUV) space telescope recommended in the Astro 2020 decadal survey Pathways to Discovery. This mission was recently named Habitable Worlds Observatory (HWO). Development of dynamic interferometer capable of high resolution measurements of moving or vibrating objects is key to successful development of HWO optical system. The program requires picometer level stability measurements. To achieve this level of resolution a high level of measurement averaging over a very short time frame is required. An Extremely High-Speed interferometer (EHSI) is required to meet the needs of the Habitable World Observer (HWO).
2. Scope
The contractor shall perform a feasibility study to identify options for the extremely high speed interferometer and provide a recommended technical path forward including a proposal for the end solution.
The primary characteristics of the required interferometer are:
• Dynamic single frame phase shifting acquisition for vibration immunity
• 1MPx array for required lateral resolution
• 1MHz acquisition rate to support fast averaging
3. Requirements
The interferometer shall meet the following requirements:
Phase Shifting Method Single Frame Dynamic Sampling 1MPx (1kx1k) across entrance pupil Sampling Rate 1MHz
4. Scope of Work
The contractor shall research camera options, determine configuration that will best meet sampling needs, develop an outline measurement flow to optimize performance and perform a prototype optical design.
5. Deliverables
• Datasheets and cost for the selected camera
• Prototype optical design
• Electrical assessment of triggering
• Camera Control recommendation
• Interferometer Operation Overview
6. Schedule
Progress meetings per mutually agreed schedule.
Final review and report 6 months after authorization to proceed.
