Solicitation Close Date is hereby extended to 1600 hours EST., on 3 April 2020.

Questions with answers in reference to solicitation 36C24520Q0265 H359--Electrical Testing-581 at the Huntington, WV VAMC:

1) Can Single Line Diagrams (SLDs) be provided to assist with proposal preparation? YES, see attachment

2) Can front view photos of key equipment be provided? NO

3) Can side drawing of key equipment be provided? NO

4) Is the contractor allowed to use existing on-site power to support testing? YES

5) What technical certifications or license will be required of the technicians performing the specific repairs mentioned as replacement of transformer temperature indicator, replace C-phase arrestor on transformer and replace B-Phase surge arrestor on transformer? OSHA 30 HR Certified (1.1.D-E). Refer to 26.00.00 1.2, A-C for minimum qualification requirements

6) For clarification, the temperature indicator (Trans. #1), C-phase arrestor (Trans. #2) and B-phase arrestor (Trans. #5) are to be furnished by the Contractor, correct? YES

7) For other repairs not considered minor, can the proposal include a "not to exceed" amount set aside option to cover those costs when authorized by the VA? NO

8) Section 1.2 PERFORMANCE (pg 8 of the solicitation) states: "The Contractor shall verify conditions as they exist prior to bidding the project." What options are available to the Contractor if no site visit is planned? Coordinate with COR for site visit

9) Can an example of a previous shutdown schedule for the Huntington VAMC be provided to assist with proposal preparation? NO. We will work with the successful contractor to build a shutdown schedule based on current infrastructure.

10) Could you provide nameplate data for the items below in order to ensure the right replacement parts.? No significant repairs are to be performed under this contract.

11) Is the NICET certification a suitable substitution for the NETA certification? NO, NICET is not equivalent to NETA and per the SOW the technicians require NETA certification.

12) How will these substations become available? Able to test these substations sequentially? Scheduling will be coordinated with the successful contractor.

13) It mentions multiple appendices in the solicitation. Will these be provided? Appendices are incorporated in SOW.

This is a request for quote using Simplified Acquisition Procedures to procure Commercial Services for electrical distribution system testing/inspection services for the Huntington, WV. VA Medical Center.

Description of Work

Vendor will provide all labor, materials, equipment and supervision to complete project.

Contractor shall provide all material, equipment, labor and technical supervision to perform specified tests and inspection for all work as required by drawings and specifications and as detailed per items listed below, includes but not limited to testing and certifying high voltage electrical components at VAMC Huntington WV.

Work includes the testing, inspecting, infrared scanning, adjusting, & repairing of High Voltage Transformers, Switchgear Equipment, Circuit Breakers, Protective Relays, Lightning Arrestors, & Transfer Switches. All infrared activity shall be accomplished in July, during peak heating load demand.

All electrical equipment, switchgear, primary switches, breaker, relays, connections, and such other devices as specified herein shall be cleaned, tested and adjusted so that the electrical distribution system is highly reliable and operating within industry and manufacturer s tolerances.

Replace maximum temperature indicator on Transformer #1.

Replace C-phase arrestor on Transformer #3.

Replace B-phase surge arrestor on Transformer #5.

Technical Requirements

A. Contractors shall be certified by the Inter-National Electrical Testing Association (NETA) as NETA Certified Technician and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.

B. Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years.

C. Contractors shall have prior VA approved safety training either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor Employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer prior to work.

D. Contractor shall have ready access to the latest versions of the following references:

1. NFPA 70, National Electrical Code.

2. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.

3. NFPA 70E, Standard for Electrical Safety for the Workplace.

4. NFPA 110, Standard for Emergency and Standby Power System.

5. OSHA Standard 29 CFR 1910, Subparts I & S.

6. Inter-National Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications.

7. Operating /Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers.

E. Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.
