Added: Jun 20, 2017 11:20 am 6/20/17 - The purpose of Amendment A007 is to post the following Q&As that were received prior to the Q&A dead line of 6/2/17. Attaching Photo of Bridgeway, photo of deck above the Penstocks and Trash Racks and drawings. In order to allow for quotes to be submitted due to the posting of the Q&As the Closing dated is being extended to June 23, 2017, 3:00 pm MST. Quotes are to be submitted directly to sylvia.grindstaff@ibwc.gov.

•    Q. Q&A identified that specification will be pick and place. When will the new specification be available?

A. There are no new specifications. We just stated that cranes that cannot handle pick and carry are acceptable. The carry part can be performed separately. The Crane shall pick the load and drop it on a carrier.

Q. Has IBWC already identified that the TMS9000-2 will fit onto the Bridgeway and ample space is available to place outriggers at 100% span? If not, can you provide the dimensions of the places where the picks will be made so we can ensure the outriggers can be extended. Per exhibit 1 of the supplementary documents provided, there are curbs on each side of the crane. We would need to know the distance between the curbs.

  A. The Vendor is responsible for ensuring that the offered Crane can fit in the Bridgeway and perform all the operations with the outriggers extended as needed or otherwise specified in the Scope of supply. Drawing No. 18,272 is provided specifically for that purpose. Please refer to item 7 of Article V "References" in the SOW. Also, please refer to the following documents (attached):

      1. Photo of the Bridgeway showing the shoulders, the middle island and the outbound and inbound lanes. The dimensions are as follows:

         1. Each lane is 13 feet 9 inches wide.
         2. Each shoulder is 3 feet 9 inches wide.
         3. The island is 6 feet 9 inches wide (3 to 4 inches high).

      2. Photo of deck above the Penstocks and Trash Racks.
      3. Extract I from Drawing 18,272 "Plan - Crane & Carrier on Bridge Portion". This is one of the views on Drawing 18,272.
      4. Extract II from Drawing 18,271 "Typical Disposition Setups for Crane & Carrier Use. This is another view on Drawing 18,272. This is on the deck above the Penstocks and Trash Racks (off the Bridgeway). Please see photo (item 2)

Added: Jun 19, 2017 10:58 am 6/19/2017 - The purpose of this Amendment A006 is correct the question posted on 5/15/16 and to allow for quotes to be submitted by the closing date of June 21, 2016; 3:00 pm MST. Quotes are to be submitted directly to sylvia.grindstaff@ibwc.gov.

Q) Under the General Description you included, this is for a Grove TM9120 which is a discontinued model and the new model the TMS9000-2 will not meet those requirements as well as our equivalent model.

A) We understand that Grove TMS9000-2 (which is under production and will be available next month) can be equipped with a longer robe. We prefer Grove TMS9000-2 provided that it is equipped with an adequately long robe and is suitable to pick the gates and offload them on the deck.

Added: May 10, 2017 1:18 pm Modified: Jun 16, 2017 6:12 pmTrack Changes 6/16/17 - The purpose of this Amendment A005 is to extend the closing date ONLY to allow for IBWC to post Q&As that were received prior to the Q&A dead line of 6/2/17.  Bids and questions will not be accepted. Closing date is extended to June 21, 2016; 3:00 pm MST.

Purpose of this Amendment A004 is to notify that all offers are to be submitted to the second point of contact Sylvia Grindstaff,  sylvia.grindstaff@ibwc.gov. All offers that have been submitted to Angelica Baca shall be resubmitted to Sylvia Grindstaff. 

Due to the above the closing date has been extened to June 16, 2017, 3:00 pm MST to provide offerors sufficient time to resubmit offers to the above mentioned email.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The US International Boundary & Water Commission is requesting one (1)  Mobile Crane - TMS9000-2 Grove Crane or EQUIVALENT.

This is a SAF (Subject to Availability of Funds) solicitation. Funding is not presently available.

Refer to attached Scope of Work and Summary of Technical Specification to include dates and places of delivery, acceptance and FOB point.

Added: May 17, 2017 3:25 pm Purpose of this Amendment is provide Question and Answer A003 5/17/17.

Q) Reviewing the table under number 6, I do not see how either machine can accomplish the 38,000lb lift at a 25ft radius 230ft from the deck. These machines do not have the adequate amount of rope to do so.

A) We need a machine with adequate length of robe to perform all the tasks. Our old Crane TM9120 had such a long robe. If the standard robe on the offered crane is too short, please ask the manufacturer to provide a machine with an approved longer robe. If a longer robe cannot be approved by the manufacturer, that crane cannot be considered.

Q) Another requirement is to be able to pick up the loads and travel, example: #3 Lift a Penstock gate weighing 54,700lbs and travel with the gate to the warehouse, again these machines do not have those capabilities.

A) "Pick and Travel" feature is preferred; however, a crane without such a feature is acceptable. We will change our SOP to Pick and Place on a flatbed truck for travel.

Added: May 16, 2017 10:36 am Q&A Modification 5/16/17

1. Supply man baskets for lifting people:
Our operations may involve the use of "Man Basket". We prefer the crane supplier to provide or suggest a suitable man basket for use with the crane. We will consider offers of supplying just the crane; we can purchase the man basket separately if we have to. However, If the manufacturer prohibits the use of a man basket with the crane, please clearly state that in your offer.

2. Man basket not included nor be responsible for any liability or use of man basket after purchase: 
OSHA does not prohibit "Pick and Carry" operations altogether. A crane may pick and carry or walk loads in accordance with the crane manufacturer's specifications. If the manufacturer prohibits pick and carry operations please state that clearly in your offer.

3. Scope of Work "crane shall meet the following requirements", numbers 1-3 indicate the crane will "travel with the stop log/bulk head gate/penstock gate". "Pick and Carry" operations are Not recommended by the Manufacturer. Unless the Crane has the capability of driving the "lower cab" from the "upper crane operations cab" it is impossible to perform a "Pick and Carry" maneuver:
In general you may take exception to any of the requirements in the solicitation. However, please state such exceptions clearly in your offer. Your offer will be evaluated not only on the basis of the requirements, but also in comparison to alternative offers from other vendors.
